The Representative serves as the accredited Rep of UNICEF in the country and reports to the Regional Director for general direction and oversight. S/he is responsible for establishing dialogue with the Government to develop the framework of cooperation in the country and for working closely and collaboratively with the Government and national institutions, stakeholders and partners, to develop the Government-UNICEF Country Programme of Cooperation in active support of efforts to advance children’s rights as established under the Convention on the Rights of the Child, other international treaties/frameworks, the SDGs, and UN intergovernmental bodies.
UNICEF Pacific is in search of a dedicated and proactive consultant. The consultancy is for a period of 200 days over 24 months and is a home-based consultancy assignment with a minimum of one visit each to Kiribati, Vanuatu and FSM for the entire duration of the assignment. The consultant will provide specialized technical expertise in assistive technology procurement, logistics, and supply chain systems playing a critical role in bridging gaps in Assistive Technology (AT) systems in three Pacific countries (Kiribati, Vanuatu and FSM). As well as ensuring the successful implementation of the ATscale programme and supporting PIC governments to achieve long-term sustainability and ownership of AT procurement and supply chain systems. Day-to-day monitoring and supervision of the consultant will be provided by the Procurement Services Specialist at the UNICEF Pacific Multi-Country Office, with overall guidance and supervision from the Chief of Health and Nutrition Unit. Under the general supervision of the ICT Specialist with technical guidance from Deputy Representative (programme), the T4D Officer supports programme teams in the identification, assessment and integration of ICT and digital innovation into UNICEF programming; strengthening internal capacity to support T4D related initiatives; identifying and engaging with key partners; building and maintaining business relationships; applying reusable and replicable technical buildings blocks; and maximizing the potential for the scale-up and sustainability of technology and digital innovation for UNICEF programming. The T4D Officer works closely with Programme staff and in close liaison with the Regional Office ICT and T4D teams, and the central ICT Division where applicable.
