UNICEF Regional Office for Europe and Central Asia (ECARO) is looking for a qualified Senior Climate Finance Consultant to support the UNICEF Europe and Central Asia Regional Office (ECARO) in development of climate finance concept ideas across thematic areas in relation to UNICEF priority sectors (education, health, WASH, social protection).
The purpose of this study is to assess the current infrastructural status of water and sanitation facilities in schools and health facilities in Karamoja region. The expected results will support the listing of 100 priority schools and 15 health facilities for WASH interventions. The survey will help to establish baseline information and as the sample frame for selecting the most vulnerable schools before conducting a baseline for the impact evaluation.
To develop business models with public-private partnerships to promote solar systems in selected WASH facilities, healthcare facilities, and schools in Sri Lanka, and design a private sector-led financial model to generate additional revenue through renewable energy credits.

During the duration period of the contract, the consultant will support the following activities:
1. Mapping and linking potential GBV service entry points to specialized GBV case management services, with a particular focus on child survivors of sexual violence;
2. Formalizing standard operating procedures and referral protocols for responding to different types of cases (child survivors, mandatory reporting, etc.);
3. Training community volunteers and outreach workers on how to safely and appropriately respond to disclosures and make safe and ethical referrals when GBV survivors ask for help (based on the GBV Pocket Guide);
4. Developing a Caring for Child Survivors of Sexual Abuse (CCS) case management protocol tailored to Sudan to support local service providers to integrate CCS into all stages of their programming, including emergency contingency planning (based on the updated Caring for Child Survivors (CCS) of Sexual Abuse Guidelines and associated Training Package);
5. Sharing the resources and learning through global GBViE fora, including the GBV case management task force convened under the umbrella of the GBVIMS.
