The Health Specialist supports the planning, implementation, monitoring, evaluation, and reporting of a sector of UNICEF’s health programme, providing technical guidance to achieve sustainable results for children and adolescents. In line with the 2026–29 Strategic Plan, the role supports the shift from direct implementation towards upstream advocacy and health systems strengthening by influencing policies, financing, planning, data, workforce capacity, service delivery, and accountability mechanisms. The purpose of this consultancy is to design and develop a comprehensive, inclusive, and competency-based Non-Formal Education (NFE) learning package under the Alternative Learning Opportunities (ALO) Project for out-of-school children aged 10–14 years.
This is a temporary, output-based assignment with specific and measurable deliverables to be completed within a defined contract period.
The consultancy will ensure that the package integrates contextually relevant curriculum content, learner-centered pedagogy, and appropriate assessment strategies aligned with national education standards and equivalency frameworks.

The assignment will contribute to strengthening mental health service delivery and workforce capacity across the health, education, and community sectors through the development of practical, contextually relevant, and evidence-informed training resources, professional standards and implementation guidance. This includes developing curriculum content for teachers on children’s development, children’s psychosocial needs, identification and support pathways, and the importance of teacher self-care to sustain safe and supportive learning environments, as well as development of training and capacity building resources for health facility-based mental health personnel, including Training of Trainers (ToT) materials and related workforce development resources for mental health professionals.
