The Child Protection Specialist reports to the Chief, Child Protection for guidance and general supervision. The Specialist supports the development and preparation of the Child Protection programme(s) in general and those related to the elimination of traditional practices harmful and adolescent girls’ empowerment, in line with UNICEF’s Strategic Plan, the UNICEF Niger Country Programme Document and the Child Protection section’s annual work plan. S/he is responsible for the management, implementation, monitoring, reporting, and evaluation of the child protection programme component related to child marriage within the country programme. S/he is also responsible for advancing programmatic priorities in relation to adolescent girls, in close collaboration with other sections. The Specialist provides technical guidance and management support throughout the programming processes. H/She facilitates the administration and achievement of concrete and sustainable contributions to national and international efforts to create a protective environment for children against all harm, and to protect their rights to survival, development and well-being as established under the Convention on the Rights of the Child, international treaties/frameworks and UN intergovernmental bodies.
The Specialist contributes to the achievement of results according to plans, allocation, results based-management approaches and methodology (RBM), and UNICEF’s Strategic Plans, standards of performance and accountability framework.

UNICEF’s new Strategic Plan (2026-2029) and UNICEF’s WASH Strategy (2016-2030) both lay emphasis on the need for financial leveraging to accelerate delivery of results for children. WASH contributes to impact Areas 1 and 5 of the 2026-2029 Strategic plan focusing on lowering the child mortality rate and providing a foundation for healthy childhood development, as well as children being less vulnerable to climate and environmental risks. Aligned with our strategic goals and UNICEF's commitment to help governments accelerate SDG 6 achievement, our work will center on two key areas: developing WASH finance strategies to create frameworks to attract and deploy diverse resources for universal WASH access and designing and executing high-impact initiatives to boost financial leveraging and mainstream climate resilience in WASH interventions. UNICEF aims to establish a roster of pre-vetted and technically qualified individual consultants to support this expanding area of work in regions and countries.
Selected consultants will be eligible for a long-term agreement contract to provide on-demand technical support to UNICEF regional and country offices and to other UN agencies. LTAs are non-binding arrangements that do not constitute a commitment to acquire a consultant service.
PURPOSE OF ASSIGNMENT
The purpose of this Terms of Reference (ToR) is to establish an LTA with multiple rostered individual consultants that will provide access to a repository of experts who meet the minimum technical requirements and can work as consultants to support UNICEF's work and provide technical expertise to (i) development of National WASH Finance Strategies, including options for climate financing and blended financing mechanisms, to enhance sustainability, equity, and resilience in the sector (ii) structuring blended finance initiatives for WASH inclusive of climate finance.
UNICEF Uganda seeks ongoing collaboration with social media influencers to strengthen visibility, maintain consistency, and adapt to developments in the digital environment. Although UNICEF maintains a significant global presence that extends to local offices, capacity gaps may arise during rapid campaign expansion or when developing content quickly. Establishing long-term partnerships with influencers can provide continuity, authenticity, prompt responses to emerging issues, and sustained communication while following UNICEF’s brand and safeguarding policies. This strategy aims to support advocacy for children’s rights, increase reach, and produce effective digital content relevant to both local and global audiences.
The consultant will develop, validate, and finalize Somalia’s National Implementation Guidelines for HIV programming among Young Key Populations (YKP) (ages 10–24 across MSM, sex workers, PWID, and young people in prisons/closed settings). The guideline will be aligned to WHO (2022) Consolidated Guidelines for Key Populations and informed, where relevant, by aids), a practical M&E matrix, and a light roll-out package (ToT deck + implementation brief). The consultant will integrate the recommendations and findings of the HIV Gender Assessment into the guideline and roll-out materials, so they are implementation-ready for MoH endorsement and partner uptake.
