The new country programme will start in March 2025 and end in December 2029. The country office needs a resource mobilisation and leveraging strategy and implementation plan to support raising funds for programmes and leveraging resources for children. An international consultant is needed to support the country in developing a forward-thinking strategy and an action plan, with concrete, actionable recommendations, including a number of workflow and trend analyses, that will enable the country to raise more effectively funds for the new country programme.
The objective of this assignment is to support UNICEF Rwanda’s resource mobilization by developing a comprehensive strategy that analyzes the country's development partnership landscape, the trends of development partners’ contributions to UNICEF and to the country’s social development sectors, and the public and private sectors' investment in children in the past years in development and humanitarian assistance. This would be done by analyzing organizations competing with UNICEF over funds and analyzing UNICEF Rwanda’s value proposition or competitive advantage.
The output will be a resource mobilization and leveraging strategic document and an action plan for the 2025-2029 Country Programme. This would enable the office to raise sufficient funds for its programme and support the country in leveraging more resources for children.
The Donor Reporting Specialist will be responsible for editing, fact-checking, formatting and some writing for donor reports, proposals, and other items as required and is remote based with international travel to Juba, South Sudan. To facilitate work with South Sudan Country Office colleagues the prospective candidate is expected to be based in Juba Timezone +/- 3 hours.

The consultant will analyze existing help desk systems, identify gaps and inefficiencies, and come up with a recommendation paper outlining the way forward to enhance user experience. They will also facilitate stakeholder meetings to identify opportunities for efficiency gains and develop methodologies for measuring these gains. Additionally, the consultant will support the coordinate monthly DAPM meetings, and recommend strategies to improve overall systems management and resource utilization within DAPM.
