UNICEF Tajikistan CO is seeking the services of an individual international consultant to lead the consultations and deliberations with key stakeholders and develop the SitAn report using the most recent evidence, while paying due consideration to the latest recommendations of the Committee on the Rights of the Child, Sustainable Development Goals (SDG) agenda, UNICEF Strategic Plan for 2022-2025, UNICEF Gender Action Plan 2022-2025, and main national priorities, including the National Development Strategy until 2030 and Mid-term Development Programme 2021-2025, UNSDCF 2023-26, Human Rights Strategy and sectoral strategies and programmes.
UNICEF requires the services of a consultant to support the development of an Education Goal Area paper. This paper will serve as an annex to the current Education Strategy 2019-2030 and contribute to the Goal Area chapters of the new UNICEF Strategic Plan 2026-2030.
The Chief, Social Policy reports to the Deputy Representative for general guidance and direction, and is responsible for leading, managing and supervising all stages of social policy programming and related advocacy from strategic planning and formulation to delivery of concrete and sustainable results. This includes programmes aimed at improving (a) public policies to reduce child poverty; (b) social protection coverage and impact on children; (c) the transparency, adequacy, equity and efficiency of child-focused public investments and financial management; and (d) governance, decentralization and accountability measures to increase public participation and the quality, equity and coverage of social services. This encompasses both direct programme work with government and civil society partners as well as linkages and support to teams working on education, health, child protection, water and sanitation, and HIV.
UNICEF Burundi started its new CPD for 2024-2027 and social policy and social protection are a key pillar of it. There is also a big focus on the early years with a prioritization if the first 1000 days and work to drive the ECD agenda at the policy level as well as at the operational level (with a minimum package being started in areas of convergence).
Being part of GSSC, the Strategic Business and Change Management Section (previously titled as Service Quality Management Section) works within with the Director’s Office guiding the strategic direction of the GSSC and its journey to Global Business Services (GBS), is responsible for strategic planning, change management, partnership engagement, UN reform, communications and branding It furthermore covers all internal GSSC quality assurance, productivity analysis, forecasting and chargeback support, performance, service level agreement (SLA) and key performance indicator (KPI) management, efficiency reporting and benefits realization.

The analysis would be disaggregated by sector, geography, gender, age and other relevant factors. The report will provide an overview of the urbanization landscape, including existing evidence and gaps, and implications for programming.
