The Alliance for Child Protection in Humanitarian Action (the Alliance) is a global network of operational agencies, academic institutions, policymakers, donors and practitioners that facilitates inter-agency technical collaboration on child protection in all humanitarian contexts. The United Nations Children’s Fund (UNICEF) co-leads the Alliance with rotating NGO, currently the International Rescue Committee and Hurras Network. The Alliance sets standards and produces technical guidance for use by the various stakeholders, particularly field practitioners. Its mission is to support humanitarian actors to achieve high-quality and effective child protection interventions in humanitarian contexts, in both refugee and non-refugee settings.
UNICEF also co-leads the Learning and Development Working Group (L&D WG) and provides a dedicated human resource to lead L&D activities within the Alliance. The purpose of the assignment is to support implementing activities of the L&D WG guided by the Alliance Strategic Brief: Sustaining Child Protection in a Changing Humanitarian Landscape as well as the Alliance CPHA L&D Roadmap, while also taking into account the development of a new strategy to be formulated over the course of 2026 to guide the subsequent strategic period commencing mid-2026
The Community Health Workforce Development Programme is a multi-million dollar, multi-year flagship programme that seeks to transform the lives of CHWs across 13 countries including Uganda. The Uganda Country Office requires a consultant with a substantial track record in programme/grant management, experienced in delivering activities in complex environments to facilitate and showcase Uganda as an exemplary country for potential future programme expansion with the donor.
The consultancy will contribute to two main objectives:
- Timely implementation of project deliverables based on an agreed programme implementation plan
- Robust financial tracking and analysis of grant ensuring minimal variance of budget vs. actuals

Les objectifs spécifiques sont les suivants :
1. Conduire une analyse du paysage du système alimentaire à Madagascar, en mettant l'accent sur les interventions rurales et agricoles sensibles à la nutrition pouvant répondre à l’amélioration de l’alimentation des enfants,
2. Cartographier les initiatives existantes sur l’alimentation des enfants, en identifiant les bonnes pratiques et les obstacles rencontrés (interventions des ONG et agences des Nations Unies).
3. En collaboration avec l’équipe l’Unicef et ces partenaires, définir une stratégie claire pour renforcer l’accès au first Food pour les enfants de 6 à 23 mois, alignée avec les bonnes pratiques et cadres stratégiques globaux et régionaux, et tenant compte des résultats des bilans alimentaire, FNG et ENCM.
4. Rédiger un document stratégique et une présentation PowerPoint pour diffusion et appropriation.
Dans le cadre de cette consultation, il s'agira d’assurer la documentation de l'intégration du développement de la petite enfance dans les programmes de l’UNICEF à Madagascar.
