UNICEF proposes to engage the expertise of a highly qualified WASH innovative finance (IF) specialist to facilitate the effective implementation of sustainable and innovative finance solutions for WASH in the West and Central Africa region (WCAR). These tasks encompass scoping, mapping and supporting IF solutions, and technical support to regional and country offices on IF solutions as well as providing capacity building assistance to Country Offices working on innovation projects.
Despite the clear benefits, ECEC enrolment rates in BiH remain alarmingly low. Only 42 percent of children aged 3 to 5 participate in early education, and just 59 percent are enrolled in the year before primary school. This limited access is largely due to infrastructural constraints, inadequate investments, and regional disparities, with long waiting lists highlighting the urgent need for expansion.
To address these challenges, this engagement will first support 20 municipalities/cities in conducting a situation analysis and needs assessment for ECEC service expansion. Based on the findings, two municipalities/cities (one in Federation of BiH and one in Republika Srpska) will be selected and supported with this engagement in developing comprehensive ECEC expansion plans, to be further adopted by the local governances. The initiative will prioritize increasing access to ECEC, particularly for marginalized and vulnerable children, by leveraging innovative financing solutions, strengthening policy frameworks, and mobilizing stakeholders to drive sustainable change.
ECW is looking for a senior consultant to carry out the hosting review. This will serve as the most cost-effective and time-efficient approach in view of the comprehensive and forward-looking hosting review conducted by Mokoro in 2018.

La presente Consultoría busca realizar un acompañamiento técnico para fortalecer la dimensión educativa en las casitas infantiles, incluido la elaboración de recursos para la Caja de Herramientas de casitas infantiles. El Ministerio de Educación de Cuba con el apoyo de UNICEF apoyan la creación e implementación de casitas infantiles en todo el país, por la importancia para niños y niñas de la primera infancia, para las familias, especialmente las mujeres que poseen mejores condiciones para la incorporación laboral y para la sociedad.
El consultor o consultora dispondrá de los resultados de un Mapeo actualizado de 170 casitas infantiles, además de poder contactar con educadoras de estos espacios y equipo metodológicos para la conceptualización validación de los distintos recursos. Se contará con el apoyo del Ministerio de Educación, su estructura territorial en La Habana y UNICEF Cuba para las coordinaciones de visitas de campo y otras acciones.

The consultancy will advance evidence-based interventions for nurturing care, early detection of developmental difficulties, and responsive parenting. It will contribute to UNICEF Kosovo’s 2025 Annual Work Plan by integrating ECD guidelines into primary healthcare, building the capacity of frontline workers, and scaling up innovative, family-centered service models to improve health and development outcomes for all children, especially the most vulnerable.
