The UNICEF Strategic Plan 2026-2029 recognizes the critical role of localization and local governance, through local governments and actors, as accelerators for the realization of children’s rights.
Engaging with local governments and other local stakeholders supports and finances critical transformations in system-building and enhances local capacities. This contributes to improved outcomes for children and their families, ensuring their needs are prioritized and protected, especially those of the most marginalized. As a result, UNICEF has been engaging with local governments and actors for many years, across different entry points, including through UNICEF National Committees in high-income countries. Twenty-one National Committees reported working on different elements of local governance programming, aiming to further enhance results for children at the subnational and local level. The Child Friendly Cities Initiative (CFCI) is one of the engagement platforms through which National Committees partner with local governments in many countries.
Since 2021, a new CFCI guidance document, developed and issued by PG Social Policy and Social Protection at HQ has been implemented in UNICEF National Committees. In parallel, reflection on the implementation by National Committees of a local governance approach beyond the CFCI methodology has been launched to ensure a strategic and tailored approach towards local governments, aligned with their national advocacy strategy. With the transition of the PG Social Policy and Social Protection Team at HQ to the newly established Center of Excellence, additional support will be required for the CFCI. This support is essential to ensure continuity of supervision and quality assurance of strategic activities implemented by the National Committees. It also enhances the coherence of activities implemented by Country Offices.

The Division of Financial and Administrative Management (DFAM) under the leadership of the UNICEF Comptroller is looking for a dynamic leader responsible for maintaining a sound system of internal controls and leading financial reforms; budget formulation and planning, including performance and financial risk management; and the establishment of systems to ensure effective and efficient use of resources and the safeguarding of UNICEF assets.
UNICEF’s Global Learning Innovation Hub (LIH) is seeking a communication consultant to oversee external and internal communications and strategically position UNICEF as a leader in transforming education. The consultant will contribute to attracting new partners and keeping existing donors and partners informed of its progress with creative and strategic storytelling.
The successful candidate will be a part of the Global Learning Innovation Hub team based in Finland and will work under the direct supervision of the Partnerships Specialist and in close collaboration with UNICEF Communication teams. The consultant will work remotely and/or in a hybrid modality and is expected to be available during the EET time zone.
The Gender, Rights, and Protection unit is establishing a Roster of Consultants to pre-qualify candidates who can be contracted quickly to provide a range of research services. Consultants on the roster may be called upon to:
• Conduct evidence reviews and quality appraisals of programmatic research on child marriage, FGM, and related interventions (e.g. social protection, cash transfers, health, social and behavioural change)
• Draft high-quality research outputs including reports, briefs, academic articles, and presentations.
• Provide technical assistance on harmful practice research to UNICEF and UNFPA country and regional offices to support evidence-informed programming.
• Support evidence-agenda setting processes including research consultations, evidence synthesis, engaging stakeholders, and developing knowledge translation tools to enhance evidence uptake.
