Deliverables: The consultant will deliver the following:
a. Inception Report: Outline of the methodology, work plan, and timeline.
b. Functional Analysis Report that includes:
1) Detailed report mapping functions and capacities across all sections in the EMOPS Division available.
2) Specific functional areas within the EMOPS Division across the three geographical locations (NY, Geneva and Istanbul) reviewed and recommendations provided, including, expertise and skills inventory.
c. Gap Analysis Report: Identification of gaps and overlaps in the current structure and recommendations for improvement.
d. Role Descriptions: Clear and concise role descriptions for each post.
e. Contracting modality in EMOPS reviewed, including cost analysis of EMOPS use of the different contracting modalities with recommendations for greater synergy and cost effectiveness in the future.
f. Final Report: Comprehensive report with findings, recommendations, and an implementation plan.

Under the guidance and general supervision of the Deputy Representative (Level 4), the Specialist supports the development and preparation of the Education programmes and is responsible for managing, implementing, monitoring, evaluating and reporting the progress of education programmes/projects within the country programme. The Specialist provides technical guidance and management support throughout the programming processes to facilitate the administration and achievement of results on education programmes/projects to improve learning outcomes and equitable and inclusive education, especially for children who are marginalized, disadvantaged and excluded in society.
The Specialist contributes to achievement of results according to plans, allocation, results based-management approaches and methodology (RBM), as well as UNICEF’s Strategic Plans, standards of performance, and accountability framework.

Malawi is beset by a learning poverty, with less than 20 per cent of children (7-13 years) in Malawi possessing foundational literacy skills and less than 15 per cent having foundational numeracy skills. UNICEF Malawi’s Education programme is therefore prioritizing inclusive foundational learning, focusing its resources on the youngest learners to ensure they are ready for school and equipped with the literacy and numeracy skills essential for lifelong productivity and well-being. Across its work, UNICEF promotes equity and inclusion in all its initiatives, implementing programmes that expand education services for children with disabilities, supporting the enrollment and retention of girls in schools, ensuring continuity of learning during emergencies while it , and prioritizes the most disadvantaged schools and communities, ensuring that limited resources are strategically directed where they can have the greatest impact, particularly in light of rising inequities and hardships across the country..
As the Education Officer focusing on Equity and Inclusion, you will be at the forefront of ensuring that children in Malawi who are the most marginalized and disadvantaged – children with disabilities, girls, children from rural and remote areas, and the like – are given education opportunities that allow them to develop to their full potential.
