Under the supervision of the Planning, Monitoring & Evaluation Section, the consultant will conduct a summative evaluation of the Safe Online funded programme titled ‘A systematic approach in making the internet safe for children in South Africa (2022–2025)’.
The purpose of the assignment is to assess the extent to which the programme achieved its intended outcomes and outputs as planned, and to evaluate its relevance, coherence, efficiency, effectiveness, sustainability and impact.
The consultancy is for 60 days over a 6-month period.
The UNICEF WCARO is looking for consultancy to support the study will adopt a mixed-methods approach, including desk review to carry out an analysis of existing literature,reports, and policy documents; stakeholder consultations: engagement with government agencies, regional organizations, development partners and potential donors, NGOs, drilling companies, research and academic institutions, rural communities, farmers organizations, Civil society; Financial and Economic Modeling to estimate costs, benefits, and potential funding mechanisms of the Facility.

This call is addressed to qualified professional evaluators, including team leader evaluators, senior evaluators and mid-level evaluators.
The purpose of the consultancy is to conduct an evaluability assessment that will provide UNICEF management and programme staff with evidence about the readiness of the office to conduct evaluation as there is doubt about the availability of planning, monitoring, and reporting documents on gender programming. The evaluability will be timely to provide recommendations to improve the gender programming in preparation for the next Country Programme and the revision of the 2021 Gender Programmatic Review.
