The Finance Specialist – Cash Transfer Programmes supports the Cash
Implementation Unit by providing dedicated operational finance expertise to ensure
that UNICEF’s cash transfer payments in Sudan are accurate, traceable,
compliant, and fully reconciled. Under the supervision of the CIU Cash Manager,
the role focuses on the financial execution and control of cash transfers delivered
through multiple FSPs and modalities, including bank transfers, mobile money,
smart cards, and other approved digital mechanisms.
The incumbent plays a critical role in payment processing, reconciliation, FSP
invoice verification, treasury monitoring, and payment verification follow-up,
ensuring alignment with UNICEF Financial Regulations and Rules, IPSAS,
HACT requirements when cash is disbursed via IPs, donor agreements, and
CBOS directives. By strengthening financial controls and supporting the timely
resolution of exceptions and discrepancies, the position directly contributes to risk
informed decision-making, the safeguarding of resources, and the uninterrupted
delivery of cash assistance to women and children affected by the Sudan emergency.
The position serves as the PPD’s sole strategic planning, monitoring, reporting and evaluation function, ensuring alignment of PPD’s activities with UNICEF’s corporate planning and reporting processes. The incumbent leads PPD’s engagement in the Structured Funding Dialogue with the Executive Board and Funding Compact commitments, coordinating senior leadership inputs and cross-divisional processes. The role provides strategic analysis and policy advice to inform executive decision-making and representation in various external and internal governance forums. It strengthens divisional performance monitoring, reporting, and evaluation coordination.
This context, this consultancy will provide services to UNICEF for 10 months, with monthly deliverables, to map and structure opportunities for public policies, government financing, and STI instruments (including the Partnership Agreement for Research, Development, and Innovation – APPD&I/APPDI), as well as incorporating scientific forums as levers for mobilizing partnerships in favor of innovations focused on children and adolescents.
This consultancy will provide technical support to UNICEF Brazil to: (i) conduct an applied study and develop UNICEF Brazil's Blockchain/Web3 Strategy integrated with the innovation strategy, with principles, safeguards, governance, and prioritized use cases; and (ii) implement the Youth Challenge Blockchain by August, using the program as a platform to mobilize the ecosystem (government, CTI, startups, companies, foundations), consolidate a qualified network of partners, and generate evidence for adoption and scale.
