En RDC, l'évaluation des programmes et politiques publiques n’est pas une pratique courante si bien que les processus de planification, d'élaboration ou de révision des politiques et programmes et de leur budgétisation, ne se basent pas sur des données probantes en vue d'améliorer leur efficacité, efficience et leur impact.
Dans une perspective d’apprentissage et de redevabilité pour une amélioration continue de la mise en oeuvre des
politiques publiques, il est nécessaire que celles-ci fassent l’objet d’évaluation.
Pour se faire, l’existence d’un cadre organisationnel, réglementaire et administratif régissant la pratique de l’évaluation en RDC s’avère nécessaire.
Au regard d’une telle nécessité, la section Politiques Sociales de l’UNICEF s’est engagée dans un processus de formulation d’une Politique Nationale d’Evaluation au profit de la RDC.
Pour ce faire, un consultant international a été engagé par l’UNICEF en 2025 pour l’élaboration d’un document de politique national d’évaluation accompagné d’un plan d’actions et d’une stratégie de communication.
L’objectif de la prestation était d’élaborer un document d’orientation définissant les cadres organisationnels, réglementaires, administratifs et juridiques devant régir la pratique de l’évaluation des politiques publiques en RDC. La vocation d’un tel document était de consolider la vision stratégique et le cadre opérationnel de la pratique évaluative en RDC. Cependant au stade actuel, le consultant commis à cette prestation a soumis un rapport provisoire dont la qualité est en dessous des standard et normes de qualité de l’UNICEF, ce qui n’a pas été jugé recevable. De ce fait, l’UNICEF souhaite recruter un consultant individuel pour la réécriture du document de politique national d’évaluation.

The SIKAI Learning Assessment and Data Use programme, under UNICEF Global Education Practice, supports countries with strengthening the generation, analysis, interpretation, and effective use of learning assessment data to inform evidence-based education policy, sector planning, and classroom practice. The programme places particular emphasis on advancing equitable learning outcomes in resource-constrained, fragile, and crisis-affected contexts.
Through technical leadership and strategic support, SIKAI aims to enhance national capacities for designing, implementing, and institutionalizing learning assessments, while ensuring that assessment data are translated into actionable insights that drive policy reform and education system improvement.
The consultancy will contribute to the delivery of high-quality, timely, and strategic direct technical assistance to UNICEF Country Offices and government counterparts on the use of learning assessment data.
The consultant will support the development of technical guidance, knowledge products, analytical outputs, and cross-country learning initiatives, while ensuring alignment with UNICEF’s broader education priorities and global commitments.
The purpose of this assignment is two-fold: (1) to conduct a comprehensive programmatic and technical assessment of the current CRVS system (including business processes, digital systems, interoperability readiness, data quality, and institutional capacity); and (2) to develop a new, fully costed CRVS Strategic Plan 2026 2030 informed by the assessment findings and aligned with Lesotho's legal and policy framework.
The purpose of the assignment, is to engage a technical expert for a short-term consultancy to conduct a situation analysis of current Health Care Waste Management (HCWM) practices, including the management of immunization sharps waste, in public health care facilities in Myanmar. The consultant will adapt the existing guidelines and ensure their alignment with international standards. In addition, the consultant will review the existing policy and guidelines, update training materials, develop a costed five-year roadmap of activities with feasible business models, and conduct Training of Trainers (TOT) sessions on waste management, including immunization and sharp waste management.
