The UNICEF WCARO is looking for a Communication Officer assists in planning, designing, rolling out and evaluating projects and initiatives in support of a regional advocacy and communication strategy, including the management and expansion of all social and digital media platforms, to get children’s and women’s issues into the public domain, strengthen political will in support of UNICEF's mission and objectives, and enhance the organization’s credibility and brand.
The purpose of this assignment is to provide Tajikistan with targeted technical guidance, operational support, and capacity building to enable the practical introduction, as well as the long-term sustainability, of the Traceability and Verification System (TRVST). The consultant will work closely with national counterparts, notably the Republican Center of Immunoprophylaxis (RCIP), to ensure that the TRVST is implemented in a way that aligns with both global standards and country-specific requirements.

Results include a clear issuance and redemption framework, pricing and reserve models, and a first cohort of buyers aligned with country pilots. The work will support governments to target incentives to underserved schools and make payments against verified service. The role will also leave UNICEF with a complete, auditable package for a future external vehicle, if approved, while improving near‑term outcomes for children by expanding reliable school connectivity.
