UNICEF LACRO seeks a dynamic and committed consultant to support the Evaluation Team in conducting a developmental evaluation for the rollout of Learning Labs. These labs aim to pilot and experiment with new business models to scale results for children across the region.
The consultant will be responsible to explore new and innovative financing opportunities for Prevention of Harmful Practices programmes (PHP), including liaising with UNICEF’s Public Partnership Division (PPD), Regional and Country Offices, National Committees (NATCOMs) and other private sector entities for purposes of resource mobilization for the two Joint Programmes (JPs) (Child Marriage (CM) and Female Genital Mutilation (FGM)).
The programme associate supports the respective section (s) by carrying out a range of programme support functions to help develop, implement and monitor their country programme, ensuring effective and timely delivery that is consistent with UNICEF rules and regulations.
The Programme Associate works in close collaboration with a range of staff in the CO, external partners and agency counterparts in support of programme design and delivery. The incumbent provides regular feedback on the status of projects through monitoring milestones and advises on improvements to keep activities on track.
The formative evaluation consultant will evaluate the educator training and resource package development components of the Greening Capacities Pillar within the Green Education Partnership in UAE. As the educator training by the master trainers are planned to roll out by the time this evaluation begins, the training rollout and trained principals and teachers are subject to this evaluation. For its linkage and complementarity nature with the other three pillars, the evaluation will review the other pillars to assess the Greening Capacities Pillar. The duration covered is from the inception of the Greening Capacities Pillar, including its designing phase, (October 2023) to the time when the training of principals and teachers is completed (anticipated to be September 2024). A part of theory of change will be evaluated against prospective results, particularly how the educators’ training contributes to the implementation of climate education. Geographically, the evaluation is to cover the entire country, aligned with the scope of the evaluation subject.
The Programme Officer (Procurement Services) provides professional technical, operational and administrative assistance throughout the programming process for the health and other programmes within the Country Programme, from development planning to delivery of results, by preparing, executing, managing, and implementing a variety of technical and administrative programme tasks to facilitate programme development, implementation, programme progress monitoring, and evaluating and reporting of results. This will be completed with a lens of systems strengthening within the context of seeking to leverage the government’s domestic resources.
