UNICEF Papua New Guinea Country Office is seeking to engage 4 x National Provincial Coordinators to be based in four different provinces. The purpose of this consultancy is to strengthen Provincial Health Authorities (PHAs) and District Health Authorities (DHAs) in planning, delivering, and monitoring integrated MNCH and HIV interventions, with a focus on upskilling health care workers (HCWs) and Village Health Assistants (VHAs) at provincial and district levels, in close collaboration with NDOH, UNICEF, DFAT, the World Bank, and other partners.
Under the Youth and Adolescent Development Specialist, the Consultant strengthens MHPSS services by coordinating health, education, and social welfare stakeholders alongside youth-led structures. The role drives government-led reforms and multisectoral MoUs to enhance service quality and accessibility. Key tasks include adapting the Youth Minimum Service Package, developing psychological instruments, and fostering referral pathways across 15 municipalities. The Consultant also manages monitoring and donor reporting to track program achievements and lessons learned in line with UNICEF standards.

This is a multi-country position and will be expected to travel to country offices as required.
