Sudan Country Office (SCO) seeks the services of a consultant to support the development of a new Country Programme Document (CPD) 2026-2028 and supporting documentation. The CPD is developed in coordination with the 2026-2028 UN Sudan Interim Cooperation Framework 2026-28 (UNSICF).
The current Sudan context is dynamic and fast moving. Sudan has been plunged into one of the world's largest and most complex humanitarian crises since the conflict erupted between the Rapid Support Forces (RSF) and the Sudanese Armed Forces (SAF) in April 2023, with over 11 million people internally displaced and 200-400,000 continuing to be displaced each month. Epidemics, floods, extreme food insecurity, and malnutrition have all contributed to the situation. Basic social services have effectively collapsed, with a huge number of health, nutrition, and WASH facilities either closed or operating at suboptimal levels, an alarming child safety scenario, and 17 million children still out of school.
The operating environment is marked by persistent instability, shifting territorial control, fragmented governance, and rising ethnic tensions. These factors not only complicate humanitarian response but also pose a significant risk of abruptly altering and severely limiting UNICEF’s operational capacity to respond effectively. CPD planning in this context will not follow the traditional UNICEF approach. The consultant will be required to have an innovative approach to CPD planning that is both flexible, pragmatic and light touch.
The consultant will complete one visit to Port Sudan of at least 10 working days (Sunday – Thursday, not including weekends or travel dates).
The National MICS Consultant (NMC) will support and provide guidance to CO and SSSU for the preparation, implementation and completion of the MICS survey in Ukraine. The NMC will advise and support SSSU, especially their Survey Coordinator and sampling and data processing experts, during survey planning, questionnaire design, sampling, training, fieldwork, data processing, data analysis, reporting, dissemination and archiving. The NMC will ensure that MICS protocols and recommendations are being followed at all times thorought these process of MICS. The NMC will communicate effectively between UNICEF CO and SSSU, responding promptly to MICS-related needs and issues as they arise.
The consultant will work in close collaboration with MICS survey teams, stakeholders, and Steering and Technical Committees. He/She will represent UNICEF in meetings and workshops in relation to the survey as needed. The NMC will also work in close collaboration with the Regional MICS Coordinator at the UNICEF Regional Office of Europe and Central Asia (RO),MICS Team at UNICEF Headquarters (HQ), as well as experts and consultants assigned to support the Ukraine MICS (collectively labelled “The UNICEF MICS Team”).
The situation in Afghanistan continues to remain exceptionally complex, with a protracted emergency situation, characterized by recurrent natural disasters, an increased number of people living in poverty, continued internal displacement, unprecedented levels of food insecurity, which has been further compounded since the COVID-19 pandemic. This complexity has impacted the situation of children and women in the country. The withdrawal of United States military forces from Afghanistan in August 2021 and the establishment of a de-facto government by the Taliban has exacerbated the complexity and uncertainty of the situation. UNICEF is required to rapidly adapt the ways of working to address the multiple operational constraints present in the highly volatile and unpredictable context. This included the need to establish a Project Management Unit (PMU) to provide operational and transactional capacity to the Afghanistan Country Office (ACO) to ensure urgent lifesaving and resilience building programmes can continue.
The PMU through its Cash and Incentives Team and Beneficiary Data Management Team currently supports the implementation of the following types of cash transfer projects, at a country-wide scale:
Monthly incentive payments for service providers in priority Sectors (including teachers and Polio Social Mobilizers),
Humanitarian Cash Transfer activities such as MCCT and Winterization
Ad-hoc cash transfer projects based on the programming needs of the Afghanistan Country Office’s Programme Sections.
Additionally, the Beneficiary Data Management Team supports Information and System Management to enable smooth operations and data-driven decision-making for the PMU and Programme Sections.
UNICEF’s Evaluation Office works on several strategic initiatives aimed at supporting capacities inside and outside the Organization. Many of the initiatives are implemented in partnerships with other organizations or networks, e.g., National University of Singapore, EVALSDGs, the Global Parliamentarians Forum for Evaluation, Ministry for Foreign Affairs of Finland, among others. The Evaluation Specialist (Partnerships) will support the continuation of the Evaluation Office’s ongoing partnership activities and support the Evaluation Office, and the wider evaluation function, with select ongoing strategic evaluation partnerships, including in national evaluation capacity development, that are grounded in the overall vision for the evaluation function in 2025 and beyond
