Under the overall direction and guidance of the WASH Cluster Coordinator, the IM Officer (WASH Cluster) will manage the IM function of the Cluster at the national level. They are responsible for ensuring IM processes effectively contribute to a well-coordinated, strategic, adequate, coherent, and effective response by participants in the Cluster that is accountable to those who are affected by the emergency. In their effort to enable an efficient and effective response to the humanitarian crisis, the IM Officer (WASH Cluster) is responsible for managing the collection, analysis and sharing of information that is essential for the national Cluster participants to make informed, evidence-based, strategic decisions and for ensuring they are adequately coordinating with the national level.
The Health Specialist (emergency and field coordination) reports to the Chief of Health and Nutrition and to the Chief of field operations for general guidance and supervision. S/He is responsible for supporting the Chief of health and nutrition in managing and operationalizing the field health and nutrition programme, including the humanitarian health interventions, and for providing technical and programmatic leadership and guidance to field health officers based in UNICEF field offices for the management, implementation, monitoring, evaluation, and reporting of the health and nutrition interventions, including humanitarian health and nutrition interventions. The Health specialist (emergency and field coordination) will ensure humanitarian health and nutrition needs are adequately assessed in the regions and that a prompt and adequate UNICEF response is provided as per UNICEF mandate and aligned with UNICEF country health and nutrition priorities and Country Programme Development Plan (CPD). S/He provides technical guidance and operational support throughout the programming process to facilitate the achievement of concrete and sustainable results, according to plans, allocation, results based-management approaches and methodology (RBM), organizational Strategic Plans and goals, standards of performance, and accountability framework.
Under the general supervision of the Regional Education Adviser and working in collaboration with other UNICEF sections and key partners, the Education Specialist leads regional agenda on digital learning and education transformation across all stages of the education cycle. Specifically, the Specialist:
* Provides expert advice, advocacy, analysis and technical support to the ECAR country offices on programming, policies and operational strategies in digital learning and digital transformation of education systems.
* Leads on knowledge development, consolidation of lessons learned, evaluations related to digital learning and skills work.
*In close collaboration with the Innovation office, PG and ITD, works on conceptualization, testing and development of regional public goods for digital learning.
*Contributes to RO Education section, planning, monitoring and reporting exercises.
The Specialist contributes to achievement of results according to plans, allocation, results based-management approaches and methodology (RBM), as well as UNICEF’s Strategic Plans, standards of performance, and accountability framework.
The Program Officer (Sub-national Cluster Coordinator) will work impartially, serving the needs of all members of the WASH Cluster and should work closely with the WASH Regional Coordinator (East/South) and/or the Chief of Field Office (in their absence), OCHA focal points, and Local Government counterparts as appropriate.
The objective of the sub-national WASH Cluster is to facilitate and support operational coordination of humanitarian/early recovery actions and plans amongst all local WASH stakeholders at the oblast / region level.
The Finance Assistant is accountable for supporting the Finance area in their transactional responsibilities, this include but are not limited to: Payments for Goods and Services through Service Gateway submissions to GSSC, Petty Cash management, account reconciliations, reviews of Implementing Partners and eZHACT and FACE Form compliance, etc.
