The purpose of this assignment is to assess the alternative care landscape in Rwanda and using the evidence generated from this assessment to develop comprehensive and actionable guidelines covering all forms of alternative care in Rwanda. As a result, this assignment will be carried out in two phases. The first phase is to assess the current alternative care system in Rwanda. The second phase, based on the findings of the first phase, is to develop comprehensive Guidelines on Alternative Care in Rwanda.
