The Education Specialist is required to support the overall coordination and management of the EU Programme and SPEEP Programme. The incumbent will be responsible for developing and maintaining partnerships with the European Union, implementing partners, and other key stakeholders. They will provide leadership in developing detailed workplans and budgets, overseeing programme implementation, ensuring effective coordination of partners and activities, and facilitating regular management and coordination meetings.
The aim of this assignment is to provide technical support to improve planning and budgeting processes from a child-rights perspective, with the aim of contributing to strengthened data availability on social sector spending.
Under the supervision of the Director, Youth Development in the Ministry of Education, Innovation, Youth, Sports, Arts and Culture (MEIYSAC), in close collaboration with the Adolescent Development Specialist at UNICEF. The Consultant will provide technical assistance and coordination to support the full deployment, localization, and roll-out of the Namibia Learning Passport. This includes content development, platform promotion and launch, stakeholder engagement, and implement skills building programs to enhance adolescent and young people learning, employability as they transition from learning to work, and capacity building to MEIYSAC staff and stakeholders.
Under the leadership of the DATA Transformation Steering Committee in the Ministry of Education, Innovation, Youth, Sports, Arts and Culture (MEIYSAC), a consultant will be contracted to undertake a comprehensive EMIS diagnostic, generate analytical insights, and formulate an operational roadmap for EMIS data transformation. This technical support aims to equip the Ministry with a structured, evidence-based framework to enhance the efficiency, reliability, and impact of education data management in alignment with Namibia’s broader education sector objectives and in line with the Ministerial Project Charter and 6th National Development Plan.
