Jointly implemented by the China Centre for Children’s Welfare and Adoption (CCCWA) under the Ministry of Civil Affairs
(MCA) and UNICEF China, the Integrated Child Protection Model aims to improve access to quality child protection
services through a four-tier service system at municipal, county, township and village levels. During its third phase (2026–
2027), the model is being expanded across nine western and central provinces—Inner Mongolia, Liaoning, Jiangxi, Hubei, Hunan, Guangxi, Sichuan, Shaanxi and Qinghai—with a focus on strengthening specialized child protection services and support for family guardianship. The project prioritizes the strengthening of child protection case management, the development and alignment of national and subnational standards and policies, the systematic monitoring and analysis of project results, and the translation of implementation experience into practical knowledge and learning products.
UNICEF is therefore seeking a national Child Protection Consultant to provide time-bound and deliverable-based technical support to: (i) review and align subnational child protection standards and policies; (ii) strengthen continuing professional learning for child protection case workers through an online community of practice; (iii) consolidate and analyse project monitoring data to inform programme oversight and adaptive management; and (iv) develop a structured online course on the fundamentals of child protection case management.
