The purpose of this assignment is to provide ongoing technical support to the MoES and its affiliated institutions for the development, finalization, and institutionalization of Competency-Based Education (CBE) Teaching and Learning Materials (TLMs) under Component 2 of the IsDB/GPE/OFID Project (Phase II) during Year 2 (30 July 2026 – 30 June 2027). Building on the CBE TLM framework (Concept), sample units, and author capacity established in Year 1, the consultant will help convert these foundations into a finalized, validated, and field-tested set of CBE-aligned TLM lessons, together with the normative and quality-assurance mechanisms required to sustain their development, production and distribution at scale.
The consultancy aims to provide overall technical support to UNICEF-supported health projects, particularly in the areas of procurement, technical specification development, installation, commissioning, monitoring, operation and maintenance, and quality assurance of medical equipment. This includes essential diagnostic and newborn care equipment such as sphygmomanometers, glucometers, bilirubinometers, hematology analyzers, and SCANU-related equipment including radiant warmers, phototherapy machines, and bubble CPAP systems.

Successful consultants will provide professional graphic design services for a wide range of communication products, including print and digital materials, social media content, branding, advocacy, and visibility resources. The engagement is home-based and assignments will be issued on an as-needed basis during the term of the agreement.
Resource Mobilization and Marketing Consultant will support the development of high-quality fundraising and engagement materials, including proposals, presentations, investment cases, and tailored assets for partner outreach. These materials will play a critical role in positioning the Learning Passport as a scalable, high-impact digital learning solution and in supporting both ongoing and new partnership opportunities.
Under the guidance of the Programme Specialist (Climate & Environment) (P-3), the Champion is accountable for the planning, design, implementation, monitoring, and administration of assigned projects within the Climate and Environment cross-cutting programme, in accordance with the Country Programme Document (CPD) and Country Programme Management Plan (CPMP), contributing to the achievement of UNICEF's strategic priorities and results for children. The incumbent provides technical leadership on situation analysis, programme design, implementation, monitoring, evaluation, and human resource planning to ensure high-quality, evidence-based programming. The Champion identifies and recommends effective implementation strategies, innovative approaches, and optimal use of financial, human, and material resources to maximize programme impact and sustainability. The role also exercises delegated financial authority by certifying programme expenditures and determining funding, supply, and cash requirements to ensure timely, accountable, and efficient programme delivery.
