Under the supervision of the Representative, and in close collaboration with the Deputy Representatives, Chief of Education (PAAF Project Manager), the Chief WASH, the Chief Supply/Construction, Operations, Security and Field Offices, the Project Coordinator will be responsible for the strategic, operational and technical coordination of the PAAF project.
Under the supervision of the WASH/IPC Manager, the WASH/IPC Specialist provides technical and operational support to the implementation, coordination and monitoring of WASH/IPC interventions within the framework of the emergency response, in line with UNICEF guidance and national priorities.
Ensure the planning, prioritization, implementation, monitoring and coordination of UNICEF WASH/IPC interventions in areas affected by the outbreak, guided by epidemiological trends, risk assessments and decisions of national, provincial and health zone IPC coordination mechanisms, to reduce transmission risks in communities and health facilities, and to contribute to an effective, high-quality emergency response. The WASH IPC Specialist will be deployed to newly affected health zones to conduct initial needs assessments, support the setup of coordination mechanisms, facilitate coordinated partner action and initiate response activities.
The purpose of this consultancy is to develop a prioritized and costed WASH Action Plan for monastic schools and nunneries that addresses identified infrastructure and service gaps, supports compliance with the National Standards for WASH in Schools and Monastic Institutions 2024, and strengthens transparent, accountable, and efficient resource allocation and fund management. The action plan will provide an evidence-based framework for investment prioritization, resource mobilization, coordinated implementation, and sustainable delivery of inclusive, safe, climate resilient and reliable WASH services

approximately 36% of the global population was exposed to PM2.5 concentrations exceeding 35 µg/m³ in 2023, while nearly
2.6 billion people remain exposed to household air pollution from the use of solid fuels1
. Globally, air pollution contributes
significantly to morbidity and mortality, with children being particularly vulnerable due to their developing respiratory
systems and higher exposure rates.
Air pollution arises from both outdoor (ambient) sources such as transport, industry, waste burning, and agriculture and
indoor (household) sources, primarily the use of biomass fuels for cooking and heating. Household air pollution remains a
major challenge in low- and middle-income countries, contributing to a high burden of disease among women and children2
.
Pakistan is among the countries most affected by poor air quality. The country’s annual mean PM2.5 levels remain
significantly above WHO guideline values, and a substantial proportion of the population continues to rely on polluting fuels
for cooking. WHO estimates indicate that approximately 47% of the population lacks access to clean cooking fuels, highlighting the scale of indoor air pollution exposure
In addition, Pakistan experiences recurrent seasonal smog episodes, particularly in Punjab, driven by vehicular emissions, industrial activity, agricultural burning, and meteorological conditions.
