UNICEF supported the state governments to develop Sustainability Compacts and Action plans in response to the 2021 Sector-wide Sustainability Check (SWSC) findings. UNICEF has also supported the update of the WASH Information Management System (WASHIMS) to integrate climate resilience, sustainability, and gender equality indicators, and improved government capacity to report on WASH routinely on the WASHIMS. For the HOSI, UNICEF supported the government to engage in regional and global meetings hosted by the African Minister’s Council on Water and the Sanitation and Water for All (SWA) partnership. In 2026, the Government of Nigeria was also supported to engage in discussions WASH financing and meaningful youth engagement at the IRC WASH Systems Leadership Symposium in Kigali, and to advance the Water Compact in collaboration with the Nigeria Water Development Partner’s Group.
Building on these foundations, a systems strengthening consultant is required to support the federal and state governments to advance on the knowledge management and evidence generation, WASH service sustainability and the HOSI.

As part of the Country Office Sustainability strategy, digital connectivity, evolving payment infrastructure, and changing donor behaviours are creating new opportunities to diversify UNICEF's resource mobilization base and increase flexible funding for children. Over the past several years, the MENA Regional Office has explored regional approaches to IG through the MENA Private Sector Fundraising (PSFR) Cluster and related digital fundraising initiatives. This experience has enabled UNICEF to test different approaches in selected MENA markets and to facilitate collaboration among country offices, regional teams and global fundraising partners. It has also generated useful learning on market readiness, investment requirements, operating models, digital fundraising approaches, compliance considerations and the opportunities and constraints associated with growing IG in the region. As UNICEF moves towards the operationalization of a new Regional Office covering Europe , Central Asia, Middle East, and North Africa (ECAMENA), there is an opportunity to build on this experience and develop a stronger regional approach to IG across ECAMENA. Future growth will therefore be guided by market potential, social and political context, country office readiness, evidence, appropriate operating models and clear investment priorities.To support this ambition, dedicated technical capacity is required during the transition (H2 2026 and H1 2027) to lead the execution of the Private Sector Plan (PSP) for the MENA-focused Individual Giving markets and support the transition to the future ECAMENA architecture.
UNICEF intends to convene a focused group of international experts, partners, government representatives and UNICEF colleagues in Florence to co-design and validate the proposed value proposition, country-support model, priority instruments, partnership architecture and roadmap. UNICEF seeks an experienced consultant to support the analytical preparation, consultation, design and facilitation of the convening and to synthesize its outcomes into actionable strategic recommendations.
The Government of Khyber Pakhtunkhwa, through the Elementary and Secondary Education Department (E&SED), in
collaboration with UNICEF, is implementing the Multi-Year Work Plan (MYWP) 2025–2027 to strengthen the education
sector’s capacity to deliver equitable, inclusive, and quality education services. The MYWP aligns national and provincial
education sector strategies and aims to address systemic challenges through evidence-based planning, cross-sectoral
coordination, and sustainable implementation models.
The purpose of this assignment is to establish the responsibilities, tasks, and expected deliverables for the role dedicated
to ensuring robust financial management, internal control, risk mitigation, and institutional integrity across the
Elementary and Secondary Education Departments (E&SED) in coordination with UNICEF KP office. The role will serve as a
key resource for the Secretary, E&SED, in promoting transparency and accountability.
