The purpose of this position is to support the acceleration of UNICEF regional and country level efforts in the area of public finance for children (PF4C), including in terms of enhancing the PFM capacity of staff across the Regional Office and in Country Offices in the West and Central Africa region. The Social Policy Specialist (PF4C) will provide oversight, quality assurance and technical support to the PF4C work carried out by UNICEF Country Offices and support their efforts to leverage greater, more effective, transparent, and equitable domestic public investments in children and ensure results in the areas of health, education, HIV, nutrition, child protection, social inclusion, and WASH. Further, the position entails providing staff capacity development, knowledge management, and strategic partnership support to UNICEF WCAR engagements related to budgets and public financial management, to improve the enabling environment and remove PFM related barriers to achieving results for children.

Under the supervision of the Nutrition Manager, the consultant will facilitate quality improvement initiatives in two districts in the Eastern Cape Province to scale-up interventions aimed at strengthening early identification of undernutrition and screening of children at household level by caregivers, using MUAC screening as an entry point. A package of services will be anchored on the five pillars of the Road to Health Booklet which are nutrition, love, protection, health care and extra care.
The WASH Officer reports to the WASH Manager, Juba for supervision. The WASH Officer is accountable for professional technical contribution to programme/project design, planning, administration, monitoring, and evaluation of WASH programme/project activities, data analysis and progress reporting, and commitment to the enhancement of teamwork and capacity building, in support of the achievement of planned objectives of the work plan, aligned with country programme goals and strategy
Under the supervision of the Nutrition Manager in the Health and Nutrition section, the consultant will document South Africa’s experience in improving school food environments through the development and operationalization of the Blueprint, and the piloting of seven interventions in one province. The consultancy will produce informative materials that capture the knowledge and lessons learned from the South African journey, with the aim of sharing these insights widely. These materials will serve as a resource for other countries considering similar initiatives and be used for advocacy purposes.
The lessons learned will be shared with government authorities (at national, provincial, and district levels), UNICEF, other UN agencies, development partners, and the general public to foster broader adoption of successful strategies.
