The Health Specialist reports to the Health Manager (HSS) for guidance and general supervision. The Health Specialist supports the development and preparation of the Basic Package of Health Services (BPHS) and Essential Package of Hospital Services (EPHS) and health systems strengthening (HSS) and is responsible for supporting the management, implementation, monitoring, evaluationn, and reporting the programme progress of BPHS/EPHS programme (e.g. gender, maternal, neonatal, child survival/development) within the country programme. The Health Specialist provides technical guidance and management support throughout the programming processes to facilitate the administration and achievement of concrete and sustainable results for BPHS/EPHS and HSS, according to plans, allocation, results based-management approaches and methodology (RBM), organizational Strategic Plans and goals, standards of performance, and accountability framework.
The objective of this consultancy is to conduct a targeted Situation Analysis (SITAN) of Early Childhood Care and Education (ECCE) services for children aged 0–3, and to develop a prioritized Action Plan to support the expansion of equitable, quality, and sustainable services in line with the joint Smart-Ed project activities, supported by Islamic Development Bank, Global Partnership for Education and Arab Coordination Group.
Under the general guidance of the Chief Social Policy and in close collaboration with the Chief Field Office (Recife), the Social Policy Officer (Public Finance for Children) will be accountable for providing technical support and assistance in all stages of social policy programming and related advocacy from strategic planning and formulation to delivery of concrete and sustainable results at sub national level.

The consultant will guide relevant teams, while working
collaboratively with the ECD Centre of Excellence, to ensure strategic coherence and effective country-level demonstrations, and contribute to a robust, pragmatic roadmap to scale key initiatives, including CELFF, to advance outcomes for young children.
