The Consultant will conduct a thorough review and update of UNICEF’s Human Resources policies to ensure they are fully aligned with the most recent revisions to the UNICEF Regulatory Framework, which came into effect on 1 July 2024. This process will include identifying any gaps or inconsistencies between the existing policies and the updated framework, as well as recommending any necessary adjustments to enhance compliance and effectiveness.
The Child Protection Officer provides professional technical, operational and administrative assistance throughout the programming process for child protection programmes/projects within the Country Programme from development planning to delivery of results. H/She prepares, executes, manages, and implements a variety of technical and administrative programme tasks to facilitate programme development, implementation, programme progress monitoring, evaluating and reporting.
The purpose of this assignment is to conduct Child-focused Public Expenditure Measurement (C-PEM) to identify direct and indirect allocations and spending on child policy objectives of the budget over time. Additionally, this assignment aims to support the measurement of public expenditures focused on children in Azerbaijan, aligning with current governmental policies to optimise budget contributions toward child-specific goals. Furthermore, the assignment aims to introduce child-friendly budgeting within the Mid-Term Expenditure Framework in partnership with the Ministry of Finance of the Republic of Azerbaijan.
Under the direct supervision of the Education Manager, Cox’s Bazar Field Office, and close collaboration with Planning, Monitoring and Reporting Section, is responsible to support a coordinated approach to information management and assessment activities for an accountable, needs-driven and effective response. The IMO supports information management strategy and system development and strengthening which includes capacity building of Implementing Partners IMOs and with education sector partners on assessment. The role includes the analysis and visualization of information to inform decision making and report on progress of the education programme including for internal and external stakeholders.
