The situation in Afghanistan continues to remain exceptionally complex, with a protracted emergency situation, characterized by recurrent natural disasters, an increased number of people living in poverty, continued internal displacement, unprecedented levels of food insecurity, which has been further compounded since the COVID-19 pandemic. This complexity has impacted the situation of children and women in the country. The withdrawal of United States military forces from Afghanistan in August 2021 and the establishment of a de-facto government by the Taliban has exacerbated the complexity and uncertainty of the situation. UNICEF is required to rapidly adapt the ways of working to address the multiple operational constraints present in the highly volatile and unpredictable context. This included the need to establish a Project Management Unit (PMU) to provide operational and transactional capacity to the Afghanistan Country Office (ACO) to ensure urgent lifesaving and resilience building programmes can continue.
The PMU through its Cash and Incentives Team and Beneficiary Data Management Team currently supports the implementation of the following types of cash transfer projects, at a country-wide scale:
Monthly incentive payments for service providers in priority Sectors (including teachers and Polio Social Mobilizers),
Humanitarian Cash Transfer activities such as MCCT and Winterization
Ad-hoc cash transfer projects based on the programming needs of the Afghanistan Country Office’s Programme Sections.
Additionally, the Beneficiary Data Management Team supports Information and System Management to enable smooth operations and data-driven decision-making for the PMU and Programme Sections.
Afghanistan Country Office is looking for an experienced Contracts Manager responsible for leading the Contracts Unit for services in accordance with UNICEF Rules and Regulations and to participate in planning, sourcing, solicitation, development, and execution of UNICEF ACO contracts, including performing market research and proposing strategies, contracting modalities, to support and ensure uninterrupted, sustainable service provisions to achieve the most cost-effective means of contracting for services.
