The Government of Oman, with support from ILO Regional Office of the Arab States (ROAS) and UNICEF Oman, has approved a new comprehensive social protection system. A unified legal framework for all social protection benefits has been established, along with an integrated administration through the Social Protection Fund. The merging of 11 funds into a single national scheme aims to improve equity and sustainability. This new social protection system serves as a model in the region. An upcoming report prepared by the ILO and SPF titled “Inclusive, Lifecycle Social Protection in a Multi-tiered Framework in Oman - Summary report on the comprehensive reform of the social security system” will highlight key aspects of the process and outcome of the reforms.
This assignment will complement previous work of documentation of the Oman reform by focusing on lessons learned through the implementation of the social protection law and highlighting the relevant reforms from a child and family perspective. The assignment will focus as well on identifying emerging priorities including
shock-responsive social protection and integrated care service delivery model to deliver on Oman’s vision to position social protection as a key driver to child and human development and to foster disability inclusion.

A Data Analyst/Statistician would be required to support country offices with such an analysis and build their capacity to replicate over time. The consultant will be embedded within the monitoring unit of the Programme Effectiveness Team of DAPM and will be working closely with the Data and Analytics Team in DAPM.
Under the supervision of the Senior Advisor, Statistics and Monitoring in the Data and Analytics Team and Programme Manager in the Monitoring Unit of the Programme Effectiveness Team and with support from relevant colleagues in the Data and Analytics team of DAPM, the incumbent will work closely with colleagues in EMOPS and Programme Group at HQs, regional and country offices to support the development of a basic methodology in computing the level and intensity of child deprivations and exposure to hazards at subnational levels- to unpack how vulnerable and disadvantaged groups experience deprivations and child rights violations, and how factors such as geographic location, gender, disability, context-specific inequities (e.g., caste, religion, race, ethnicity, migration status, nationality, conflict), and social and behavioral drivers, barriers and risks determine or exacerbate these deprivations and violations. The assignment also includes providing technical support and working closely with colleagues to turn the statistical analysis into geo-spatial maps; design tools and templates to support country offices in evidence-based decision making on programmatic and geographic convergence of Unicef supported programmes; and promote the use of data to support child rights advocacy, gender sensitive programming and accountability to affected populations.
The ultimate goal of this assignment is to generate evidence to provide policy recommendations to support planning on financing for increased access to WASH in Madagascar. Additionally, the assignment will consider an analysis of the WASH sector financing landscape on the period from 2020 to 2024 to appraise the adequacy or inadequacy of WASH budget invested through different sectors, to evaluate the cost of needed services to achieve ambitious SDGS and national targets, as well as to determine strategic financing approaches to cover the gaps. Specifically, the purpose of this assignment is to:
(i) Assess the fiscal space of the government budget, leading to the formulation of policy measures to substantively improve efficiency in the use of public resources as well as identify avenues for additional financial leveraging for implementation of climate resilient WASH interventions for the period 2025-2030.
(ii) Develop a high-level WASH Financing Strategy that will set out approaches on how the WASH sector will finance its overall programmatic and operations to meet the sector’s objectives in the medium-term (up to 2030) and long term (15 years planning horizon or as guided by the sector).
