The assignment aims to strengthen the governance, coordination and operational effectiveness of Italy’s protection system for unaccompanied and separated children (UASC) through the mapping and capitalization of existing good practices and interinstitutional coordination mechanisms developed within the juvenile justice system and its interaction with the reception system, with a view to supporting national authorities—particularly the Ministry of Justice and the Ministry of the Interior—in enhancing the consistency and timeliness of child protection pathways across territories, in line with Law 47/2017 and the implementation priorities stemming from the EU Pact on Migration and Asylum and Regulation (EU) 2024/1351.
The assignment will deliver a concise, synthesis-driven product that will support strategic humanitarian learning within ECARO and contribute to cross-regional learning considering the forthcoming merging of the ECA and MENA regional office. By systematizing evaluative evidence and lessons from the ECA region, the synthesis will serve as a “state of the art” reference on regional approaches to emergency preparedness and response, with an emphasis on transferable lessons, and good practices. In this sense, the final product is intended not only as an evaluative synthesis but also as a knowledge management resource, to guide future preparedness and response strategies, across regional comparable humanitarian environments.
The Regional Staff Counsellor (P-4) in the Latin America Caribbean region will contribute towards the development of a corporate framework for staff well-being and promote its implementation at the regional level. The framework will identify activities aimed at: raising awareness about healthy work practices; improving the work-life balance of UNICEF staff; facilitating the provision of assistance to staff/family experiencing work-related and/or personal problems; facilitating the provision of immediate support following a traumatic incident.
