UNICEF seeks an individual consultant with expertise in child protection systems mapping, stakeholder engagement, and policy analysis. The consultant will lead the identification of service delivery gaps, facilitate consultations with key stakeholders, and analyze relevant policies and systems. Based on the findings, the consultant will provide actionable, context-specific recommendations to strengthen partnerships and scale up child protection systems strengthening (CPSS) at the subnational level. The consultant’s outputs will directly inform the development of project design and implementation guidelines for CPSS modeling.
Purpose of Activity/ Assignment:
To provide technical support and capacity building to UNICEF’s leadership and technical colleagues across sectors, Regional and Country Offices on leveraging new data, preventing and minimizing risk of child displacement and preparing and strengthening climate resilient and inclusive systems for children for children on the move. Serve as subject matter expert to inform UNICEF’s global positioning on climate mobility policy dialogue, partnership development and resource mobilization.
The consultant will perform the specific tasks in collaboration with UNICEF Regional Offices, key country offices, PG’s Climate Environment Energy & Disaster and Child Protection Teams, Data & Analytics, and the Public Partnerships Division.
The purpose of this consultancy is to design and carry out a participatory, gender-responsive evaluation of the “Youth in ICT World” programme that UNICEF Serbia implements with OPENS and local youth centres. The evaluation will generate evidence-based findings and actionable recommendations to guide scale-up, contextual adaptation and institutional integration of the model into Serbia’s emerging network of youth-space structures. Grounded in the EU Digital Competence Framework (DigComp), the programme offers a flexible package of non-formal learning activities, ranging from creative electronics to digital marketing and game development workshops, supported by online communities for youth aged 14-19 (with outreach to NEET, Roma and other marginalized groups). As the programme prepares to expand beyond the initial youth-centre sites, and to more communities, UNICEF requires a systematic assessment of its relevance, effectiveness, equity and sustainability.
