UNICEF Pacific seeks a proactive International Consultant to support WASH programs across Vanuatu’s six provinces. This 12-month role (22 days/month) involves extensive fieldwork—about 50% of the time—focused on infrastructure assessments, construction supervision, and monitoring.
The consultant will work under the WASH Specialist (Water Sector Partnership) in Vanuatu, with support from the broader WASH team in Suva, Fiji. Regular travel, including 1–2 visits per month to outer islands, is required.
As part of the ongoing global Evaluation of UNICEF Contributions to Teacher Development and Improved Learning Outcomes, Bangladesh CO was identified for in-depth data collection, during the inception phase of the evaluation. A direct request from the Bangladesh CO was raised to use the information collected for the global evaluation (focusing on Bangladesh CO work on teacher development) and complement the data collection to inform a full Bangladesh CO Education Programme evaluation. These terms of reference request the recruitment of a team member to support the production of the additional sub-product, as part of the global evaluation.
The evaluation will inform the discussions, planning and programming between UNICEF Bangladesh CO and its main stakeholders, including government partners, both national and sub-national. The participatory approach to its design and implementation will ensure that accountabilities for children and youth are comprehensively assessed. In addition, the evaluation will produce lessons learned and recommendations to inform the planning of the next Bangladesh country programme document
