The People and Culture Associate, at the G-6 level, will be part of the Venezuela UNICEF country office. Reporting to the People & Culture Officer. The main focus of this position is providing support in all administrative areas of People & Culture, Learning, Recruitment, Employee experience, Talent Management and HR Analytics.
The consultancy will contribute to improving the quality, relevance, and effectiveness of MLE teaching and learning through the review and revision of the MLE curriculum, instructional materials, teacher support resources, and student learning materials. It will ensure that these materials are aligned with the updated national curriculum, the Early Grade Learning (EGL) approach, and the learning needs of Indigenous children. Specifically, the consultant will provide technical support in the following areas: Firstly, the syllabi for three subjects—Vernacular Language (L1), Social Studies, and Science—for the first three grades of primary school will be reviewed and adapted to ensure alignment with Early Grade Learning (EGL) methodologies. The revised syllabi will serve as the foundation for the subsequent revision of related teaching and learning materials
Secondly, the MLE learning materials for the same three subjects in the first three grades of primary school will be reviewed and revised to ensure that they are aligned with indigenous knowledge and cultural contexts, and that they incorporate gender-responsive education, disability inclusion, and 21st-century skills.
Finally, building on the above two activities, the Teacher Guides for MLE Kreung teachers in the first three grades of primary school will be reviewed and revised for three subjects: Vernacular Language (L1), Social Studies, and Science.
The P4 Human Resources Manager has a key role in leading, coordinating and quality-assurance under the overall direction of the Chief of People and Culture. The incumbent supports coherent client allocation and workload management across HRBPs; provides technical guidance and escalation support on complex or sensitive cases; promotes consistent application of policy across client groups; and ensures that business partnering is integrated with the team's functional focal-point model. Functional leads retain technical ownership and quality assurance for designated areas such as talent acquisition, employee lifecycle and entitlements, learning and performance management, workforce analytics and post management, while HRBPs coordinate client needs and refer matters requiring specialist review or approval to the relevant focal point. Given the demands of the L3 emergency, the model is deliberately flexible. The incumbent is expected to facilitate cross-pillar support during recruitment surges, staffing gaps, R&R and other absences, and periods of heightened operational demand, ensuring continuity of P&C service delivery and appropriate Officer-in-Charge arrangements when required. The role also uses workforce data and analytics to identify emerging people risks, staffing requirements and service-delivery bottlenecks, and to support evidence-based decisions by senior management.
