Purpose of assignment:
There are two main purposes of this EA:
1. Maximizing the likelihood of achieving objectives of “Child and Youth-Centered Recovery in Ukraine” Programme, by identifying areas for reinforcing or adjusting its monitoring and evaluation (M&E) system, the programme approaches (including the gender-responsiveness, integration and intention for replication) and intervention logic, identifying data sources and gaps and by fostering accountability and results ownership among the Programme stakeholders (proactive)
2. Preparing a future summative evaluation: by assessing the readiness of the Programme to be evaluated. The supporting purpose is to improve the Theory of Change that the Programme is based on and identify the factors needs to be addressed that will allow for a meaningful evaluation of the contribution of UNICEF’s work to wider recovery effort and long-term sustainable development in Ukraine (forward-looking). The EA should result in recommendations to improve the proposed approaches and design of the summative evaluation, including the potential of impact assessments.
It is expected that EA findings and lessons will inform wider stakeholders planning and/or implementing similar interventions both within and outside Ukraine for their improved programming and coordination.
The partnerships section in UNICEF ECARO is looking for a motivated Fundraising Officer (Digital) P2 FT, who, under the supervision of the Fundraising Specialist P3, will be responsible for the Digital Marketing Acquisition channel for all Cluster countries, providing technical input and recommendations, planning, implementing, monitoring and evaluating digital fundraising strategies to acquire new quality individual donors with great focus on pledge (monthly giving) but also growing cash donations (single givers), building a solid, stable and growing donor base for all countries at the Cluster. Being under the ECA cluster, the Fundraising Officer (Digital) can also support other countries in the region.
The Nutrition Specialist supports the development and preparation of the nutrition programme and is responsible for managing, implementing, monitoring, evaluating, and reporting the programme progress of a sector of the nutrition programme within the country programme. The Nutrition Specialist provides technical guidance and management support throughout the programming processes to facilitate the administration and achievement of concrete and sustainable results in maternal, infant and child nutrition programmes/projects. This is carried out according to plans, allocation, results based-management approaches and methodology (RBM), as well as UNICEF’s Strategic Plans, standards of performance, and accountability framework. The Nutrition Specialist reports in matrix management to the Nutrition Chief who is at level 4 and the Chief Field Office who is at level 3.
To address the needs of women and adolescents, the Nutrition Section has established a maternal nutrition and adolescent nutrition program. These two new programs require careful development, planning, coordination, and monitoring in collaboration with other sections within UNICEF, other UN agencies, and government and non-governmental partners. Consequently, the UNICEF office in Madagascar is seeking a Nutrition Officer (NOB) responsible for maternal and adolescent nutrition. This position will be based in Antananarivo, Madagascar, and will play a crucial role in the successful implementation of these two programs.
Under the supervision of the P3 Nutrition Specialists for Output 1 and Output 2, the Nutrition Officer will provide technical, operational, and administrative support throughout the programming process for maternal and adolescent nutrition programs/projects within the country program, from development planning to achieving results. The incumbent will be responsible for developing, implementing, monitoring, evaluating, and reporting on the progress of key deliverables related to these two nutrition programs. This will be carried out in accordance with plans, allocations, results-based management approaches and methodologies, as well as UNICEF’s strategic plans, performance standards, and accountability framework.
The Chief of Health is responsible for managing and leading all stages of health programmes/projects (e.g gender, maternal, neonatal, child survival, emergency preparedness) from strategic planning and formulation to delivery of results. S/he leads and manages the health team including establishing plans of action to achieve concrete and sustainable results according to plans, allocation, results based-management approaches and methodology (RBM), as well as UNICEF’s Strategic Plans, standards of performance, and accountability framework.
