Under the general guidance of the Deputy Representative, the incumbent is responsible for providing technical support to the implementation, monitoring, and evaluation of all stages of social policy programing and related advocacy from strategic planning and formulation to delivery of concrete and sustainable results. This includes programmes aimed at improving (a) public policies to reduce child poverty; (b) social protection coverage and impact on children; (c) the transparency, adequacy, equity and efficiency of child-focused public investments and financial management; and (d) governance, decentralization and accountability measures to increase public participation and the quality, equity and coverage of social services. This encompasses both direct programme work with government and civil society partners as well as linkages and support to teams working on education, health, nutrition, child protection, water and sanitation, and climate change.

Under the overall coordination, management and technical guidance of UNICEF staff, the consultant is expected to provide expert advice and inputs, and coordination support services to achieve more effective planning, coordination, and monitoring of the implementation of all measures and activities planned by the national action plan for the implementation of the European Child Guarantee (NAP CG). Purpose of Activity/Assignment: UNICEF Afghanistan is commissioning the Evaluation of Polio Programme in Afghanistan. The evaluation will serve as a critical tool for incorporating best practices, fostering continuous learning, and ensuring polio interventions better serve beneficiaries. These Terms of Reference (ToR) describe the primary purpose, objectives, scope, tentative evaluation questions, proposed methodological approach, associated risks, and qualifications of external consultants required to undertake this summative evaluation between April 2025 and October 2025, with preliminary analysis available by July 2025.
