The purpose of this consultancy is to develop a comprehensive 2026–2030 Action Plan for the UNICEF China Country Office to implement the global Disability Inclusion Policy and Strategy (DIPAS). The plan must align with the global vision of creating a barrier-free and inclusive world by 2030, the UNICEF China Country Programme Document (CPD) 2026–2030, and the EAP Regional Initial Action Plan.
The consultant will build upon the achievements and lessons learned from the previous UNICEF China CO’s DIP Strategic Plan 2023–2025, focusing on a twin-track approach (mainstreaming and targeted actions) to advance the rights of children with disabilities in China.
The UNICEF Angola Country Office is supporting the Ministry of Education (MED) to address a persistent learning crisis, characterized by a high proportion of children out of the school system, low foundational learning outcomes, high rates of overage learners, and persistent inequities in access to quality education. Many children progress through the system without acquiring basic literacy and numeracy skills, particularly those from the most disadvantaged backgrounds.
Given the scale, geographic spread, and operational complexity of these interventions, dedicated technical consultancy support is required to support effective coordination, monitoring, and implementation follow-up/ The consultant will support quality implementation of AIC, CFS, and the new Libraries without Walls component in Huila and Cunene provinces, including coordination with education authorities, monitoring, data management, and documentation of results and lessons learned.

The purpose of this assignment is to support the effective dissemination and capitalization of knowledge, practices, and coordination models related to the protection of unaccompanied and separated children (UASC) in Italy, by designing and implementing creative, interactive and hybrid (online and in-person) workshops. Building on the mapping and analysis conducted by the Research Consultant (Juvenile Justice Expert), the consultant will ensure that key findings, good practices, and lessons learned are translated into structured and engaging, participatory learning experiences tailored to institutional audiences, including Prefecture staff, Juvenile Court professionals, and practitioners of the UASC reception system.
