UNICEF is seeking a Social Policy Specialist (Social Protection Systems) based in Nairobi to support the expansion of inclusive, child-sensitive and shock-resilient social protection systems. The role contributes to UNICEF’s Strategic Plan by strengthening national systems through technical assistance, capacity development, policy advice, and knowledge management. Working within the Global Programme Division, the Specialist will support Country and Regional Offices and their partners, with a particular focus on Sub‑Saharan Africa, to improve programme design, implementation, and monitoring. The position also engages with regional and global partners to advance policy reform, evidence generation, and partnerships that enhance equitable access to social protection for children and families.
Under the partnership among UNICEF, the European Union (EU) and the Ministry of Education and Sports (MoES) in Lao PDR, a new project called ‘Digital Skills and Digital Literacy for Lao Adolescent Employability’ will be launched from September 2026 for three years. The project will aim to achieve: 1) Improved digital skills and digital literacy among Technical, Vocational Education and Training (TVET) teachers and students; 2) Enhanced availability and quality of career guidance and digital entrepreneurship support for improved TVET enrolment and school-to-work transitions; and 3) Increased awareness of the importance of digital skills and digital literacy among the target young people and wider communities. The project primarily targets TVET sector and selected TVET institutions, but it will also cover lower secondary education/schools in the same catchment areas as the target TVET Institutions to facilitate school-to-work transitions.
The objective of these services is to manage finances within the UWR in accordance with the Financial Agreement and the Operational Manual for Program Implementation; to ensure compliance with budgetary procedures and payment processes within the UWR; to provide the necessary support to the Project Implementation Units (PIUs); and to compile and prepare the relevant budgetary and financial reports.
