UNICEF's Health Emergency Preparedness and Response (HEPR) team is seeking a Programme Specialist (Results-Based Management and Reporting), P-4 to strengthen programme planning, monitoring, evaluation, donor reporting and results management across UNICEF's public health emergency preparedness and response portfolio. The incumbent will lead the development and monitoring of results frameworks, performance indicators and reporting systems; support grant and partnership management; analyse programme performance and risks; and coordinate high-quality reporting to donors and stakeholders. Working closely with headquarters, regional and country office teams, the position contributes to evidence-based decision-making, resource mobilization, accountability and effective delivery of health emergency programmes that protect children and vulnerable populations during public health crises.
The RoI analysis will focus on investments and programmes that address two main drivers of vulnerability for Afghan children, that are climate change and water scarcity, and displacement and large-scale return. Key sectors of interest include Water and Sanitation and Hygiene (WASH), health, nutrition, education and skill development. The RoI analysis will identify alternative investment packages across these sectors and obtain their benefit-cost ratios (e.g., WASH in isolation, cash transfers in isolation, cash transfers plus WASH combined).
Afghanistan remains one of the world's most complex humanitarian and development contexts, characterized by protracted crises, recurrent natural disasters, displacement, widespread poverty, food insecurity, and significant operational and access constraints. Since August 2021, the operating environment has become increasingly challenging and dynamic, requiring UNICEF to continuously adapt its programme delivery modalities to ensure that critical services reach vulnerable children, women and families. Given the scale, complexity and risk profile of cash transfer and incentive payment programmes, UNICEF Afghanistan applies a risk-informed approach to programme monitoring and assurance. This includes routine field monitoring, third-party monitoring, post-distribution monitoring, post-payment verification, grievance redress monitoring and other quality assurance mechanisms to ensure that programmes are implemented effectively, efficiently and in accordance with UNICEF policies and agreed operational procedures.
Join UNICEF’s Caribbean Multi-Country Office as an Operations Specialist (Administration, Supply and Procurement) and coordinate an integrated portfolio of administration, procurement, supply and logistics services across our 12-country operation. You will help strengthen service delivery, operational performance and efficiency, driving more standardized and agile ways of working that enable programmes and humanitarian response across the region.
The Supply and Logistics Officer supports the effective management of supply chain operations, procurement, warehousing and distribution activities to ensure the timely delivery of programmes and services for children in the Republic of the Congo.
