Education: Advanced university degree in Economics, Public Policy, Development Studies, or related field entailing strong quantitative OR qualitative training is required.PhD in Economics, Public Policy, Development Studies, or related field entailing strong quantitative and/or qualitative training is an asset.Specialized training in evaluation methods and methodologies and in causal inference is desirable.Experience:Required: 8+ years conducting global (portfolio) thematic evaluations using robust qualitative and quantitative methodologies, including for the last 3 years is required.• 5+ years (most recent) applying AI and machine learning to the evaluation process including text mining and evaluation synthesis.• Proven ability to work with internal and external stakeholders at multiple levels, including providing technical support and capacity building.• Proven track record producing user-centered outputs, including briefs, working papers, peer-reviewed journals, that contribute to awareness, knowledge, valuing and use of corporate thematic evaluations is required.DesirableThematic expertise in a programmatic area associated with UNICEF work, such as Education, Health, Nutrition, Social Policy, Child protection and Water, Sanitation, Climate Resilience is desirable.• Experience in fragile and humanitarian setting is desirable.• Experience in integrating cross-cutting issues of gender, disability and equity in global thematic evaluations is desirable.Technical skills:Proficiency in statistical software for qualitative (MAXQDA, Atlas, NVivo) and/or quantitative analysis (R, Stata, Python), familiarity with relevant applications of Large Language Models (LLM) is required.• Advanced data visualization tools is an assetLanguage: Fluency in written and oral English
To provide technical and coordination support at Council of Governors (CoG) for all UNICEF work plan with CoGensuring that CoG’s devolution implementation more strongly reflects children’s priorities; financing for children’s services increases; evidence and knowledge management on children is generated, digitized and utilized; upscale of good practices from counties on children issues is undertaken; intergovernmental and county policies better include children’s issues; and ultimately key indicators on children’s welfare improve in aspects like health, nutrition, education, social protection, child protection, water and sanitation; and whole UNICEF’s work plan with CoG is well managed, tracked and communicated while providing opportunities for leveraging and networking with other partners. Under the supervision of the Senior Finance Associate (G7) in the Rome CSC, the incumbent supports the effective management of Pcard, Master Data Management and Invoicing cases for UNICEF staff based in Rome. The position is also essential for the performance metrics model which will be established which requires continuous tracking. The incumbent will also be responsible for uploading the results on the Insight dashboard to meet the SLAs (service level agreements) benchmarks and provide an early warning if demand starts to exceed resources or performance starts to slip. The post will support in facilitating the “real time” approach to qualitative assessment and evaluation so that lessons learned can be continuously transformed into good practices and better business processes. The impact directly affects the quality and timeliness of the delivery of a range of different specialized services for which the unit is accountable. Working with a high degree of operational independence, Associate is accountable for the achievement of overall service delivery results to clients. The Associate manages complicated cases and client requests, which frequently requires the evaluation of urgent and complex situations and adaptation of procedures and processes to resolve such cases. Back-up function to Finance Assistant (G5) and Senior Finance Associate (G7).
