Review the GAVI 6.0 guidelines alongside the NIS 2026–2030 and EVM assessment recommendations to ensure alignment with national priorities. Coordinate closely with the Immunization Department and the Director General of Partnership to clarify the Ministry of Health’s financial allocation to the immunization program for 2026–2030. Based on this, analyze critical funding gaps and develop recommendations on how to leverage available resources to effectively scale up immunization activities. Review the TCA and HSS investments since January 2026, to identify the unfunded activities that are recommended in NIS 2026-2030. Finally, provide technical support to the Ministry of Health in developing a comprehensive GAVI 6.0 consolidated cash grant proposal.
The purpose of this consultancy is to support the National Center for Health Promotion (NCHP), Ministry of Health, to develop a standardized, competency-based Village Health Support Group (VHSG) Training Package and Curriculum for the implementation of the Policy on Community Participation for Health (PCP-H) and its Operational Guidelines.
The Project Management Unit’s Information Management Officer (Beneficiary Data) will be based in Kabul and report directly to the Programme Specialist (Beneficiary Data). The incumbent will support the Team in delivering effective and secure beneficiary data management services.The position will contribute to the implementation of Humanitarian Cash Transfer and Incentive Payment projects through partner capacity-building, beneficiary data processing and management, and the administration of relevant information systems. The Information Management Officer will work closely with the PMU and Programme Sections across the Afghanistan Country Office and, where required, coordinate with ACO Field Offices and other relevant stakeholders.
The consultancy will provide specialized, time-bound technical expertise to sustain the quality, continuity, and performance of the Expanded Programme on Immunization (EPI) and the Polio Eradication Initiative (PEI) in Helmand Province, a high-priority and high-risk province for polio transmission. The assignment is designed to address critical technical and operational priorities during a temporary programme capacity gap and is not intended to replace a staff position or perform routine administrative functions. The consultant will provide advanced technical support to strengthen evidence-based planning, implementation, monitoring, and quality improvement of routine immunization and supplementary immunization activities (SIAs). This includes analysing immunization and surveillance data using DHIS2, EPI dashboards, Excel, and other programme monitoring tools to identify immunity gaps, monitor programme performance, prioritize high-risk populations, and support timely corrective actions. The consultant will also strengthen integrated immunization services by providing technical guidance on microplanning, supportive supervision, vaccine and cold chain management, surveillance, outbreak preparedness and response, and strategies to identify and reach zero-dose and under-immunized children. The consultancy will further support effective coordination among the Provincial EPI Management Team (PEMT), BPHS and non-BPHS implementing partners, provincial and district health authorities, and other stakeholders to improve programme quality, strengthen accountability, enhance community engagement and demand generation for immunization, and build the technical capacity of frontline health workers through mentoring and on-the-job support. By providing this specialized technical expertise, the consultancy will help maintain uninterrupted implementation of UNICEF supported immunization activities, improve vaccination coverage and equity, and accelerate progress.
