The purpose of this consultancy is to lead and support the development of :
1. A Gender Equality and Adolescent action plan (2026-2029) with its mainstream strategy.
2. A Gender transformative programming training package and capacity building plan for staff and Implementing partners to be able to implement the priorities of the GEAP, CPD and national priorities.
Step 1: Mapping and analysis – Mapping of existing Gender and adolescent Plans and strategies at national and UNICEF levels including for other UN Agencies.
Step 2: Identification of gender-inequitable outcomes – Review existing data to identify the root causes of gender-inequitable outcomes, prioritizing the emerging outcomes in step1.
Step 3: Development of programmatic response and strategies in form a solid plan of Action (outputs, baseline, indicators, targets) with a through indication of resource requirements such as budget, expertise and partnerships for programming. Develop a Gender and adolescent action plan, a mainstreaming strategy.
Step 4: Documentation and capacity building - Documentation of findings and developing a capacity building package and plan on Gender and Adolescent programming (ToT for the Gender and Adolescent Task team, key Government partners).
As part of UNICEF international technical assistance, at the ministry request, and in coordination with EIB UNICEF will support the Ministry for Communities, Territories and Infrastructure Development of Ukraine (MinDev) by financing the maintenance of the PMSU. To ensure sustainability of UNICEF’s ongoing system-strengthening support to the water and sanitation sector. The Consultant shall perform functions defined by the Financial Agreement and Project Operations Manual, with due diligence, quality, efficiency and economy in accordance with professional standards. The Head of PMSU is responsible for Project management, coordination, monitoring and control, performing the assigned tasks.
The objective of engaging the consultant within the Programme Management Support Unit (PMSU) is to ensure the implementation of engineering and technical support activities related to the selection of sub-projects, contract execution under the Project, monitoring of the technical performance of contracts, and technical assessment of progress achieved by the final beneficiaries.
The Consultant will support the PMSU Team in carrying out day-to-day operational activities related to the Project, in order to achieve its objectives.
The Consultant will work in close coordination with the PMSU Head and other Consultants engaged or associated with the Project, and will ensure collaborative, systematic, efficient, and high-quality execution of engineering tasks.
The objectives of this assignment for the Monitoring and Evaluation (M&E) Consultant are to support sustainable and robust M&E practices for reporting on Project activities in accordance with the Financial Agreement, the EIB Procurement Guidance, and other applicable EIB and EU Directives as described in this Terms of Reference.
Under the supervision and guidance of the supervisor, the Administrative Associate is responsible for executing a broad variety of procedural and specialized complex administrative tasks for the respective section requiring in-depth knowledge of UNICEF administrative procedures, processes and policies.
