The aim of this Consultancy is to provide technical support to the authorities of the Federation of Bosnia and Herzegovina in developing a universal child benefit programme for all children up to 18 years of age. This includes preparing various cost scenarios and analyses based on the expansion of coverage and the adequacy of the benefit amount. The scenarios will consider different income groups of families and focus on ensuring universal access for all children, with differentiated adequacy of the benefit amount based on the families’ economic situation. This approach will transform the programme from a social transfer into an investment in the future of children and the development of human capital.
The Supply and Logistics section in preparation for the action plan to respond to the key issues raised during the Peer review and Audit 2022 alongside the high volume of ongoing procurement and Logistics in correlation with the upcoming end year activities, the section will soon be lacking with the absence of its one staff as consequence of retirement. The primary purpose of this consultancy is to lead and oversee the implementation of the existing health procurement action plan, ensuring that identified inefficiencies are addressed, procurement efficiencies are gained and monitored on an ongoing basis and savings are reinvested into the health sector. This information will be used by the Ministry of Health, the Central Medical Stores, the President’s Office of Finance and Planning, the Zanzibar Public Procurement and Disposal Authority, the Zanzibar Food and Drugs Authority, and the Zanzibar Health Services Fund to strengthen the procurement ecosystem.
