The consultant will be based in Pohnpei, FSM for the entire duration of the assignment providing programmatic and technical assistance through effective collaboration with both the Government and development partners, and capacity-building support. Incumbent facilitates the administration and achievement of concrete and sustainable contributions to national and international efforts to create a protective environment for children against all harm, and to protect their rights to survival, development and well being as established under the Convention on the Rights of the Child, international treaties/frameworks and UN intergovernmental bodies.
The Specialist contributes to the achievement of results according to plans, allocation, results based-management approaches and methodology (RBM), and UNICEF’s Strategic Plans, standards of performance and accountability framework.
To develop a concise, high-impact policy brief for UNICEF, governments, and partners that:
• Summarizes a compelling rationale for prioritizing specific vulnerable populations for VAS delivery;
• Presents a framework for how to identify and target prioritized groups using available data (e.g., maternal characteristics, geographic disparities, zero-dose status, etc.);
• Offers actionable policy and programming recommendations for ministries of health and implementing partners based on established ways to target prioritized children;
