UNICEF and the Institute for Applied Economic Research (Ipea) are partnering to produce robust and detailed evidence on the economic costs of VAC in Brazil. The proposed assignment aims to estimate the welfare cost associated with homicides and suicides of children and adolescents in Brazil and to estimate intangible costs related to morbidity (loss of quality of life) resulting from VAC in Brazil, in order to subsidize the estimation of the economic cost of VAC in Brazil conducted by the UNICEF and the Ipea to support evidence-based public policy formulation.
UNICEF Pacific is in search of a dedicated and proactive national consultant. The consultancy is for a period of 24 months. The consultant will be based in Pohnpei, FSM for the entire duration of the assignment providing programmatic and technical assistance through effective collaboration with both the Government and development partners, and capacity-building support. S/he will work under supervision of ATscale government focal point (Assistant Secretary of Special Education Unit, National Department of Education, FSM), who provides strategic leadership in the project implementation. The Child Protection Specialist reports to the Chief, Child Protection for guidance and general supervision. It provides strategic guidance and oversight to diversion and restorative justice and child-friendly legal aid and child labour; and is responsible for the management, implementation, monitoring, reporting, and evaluation of one child protection output within the country Programme.

Incumbent facilitates the administration and achievement of concrete and sustainable contributions to national and international efforts to create a protective environment for children against all harm, and to protect their rights to survival, development and well being as established under the Convention on the Rights of the Child, international treaties/frameworks and UN intergovernmental bodies.
The Specialist contributes to the achievement of results according to plans, allocation, results based-management approaches and methodology (RBM), and UNICEF’s Strategic Plans, standards of performance and accountability framework.
To develop a concise, high-impact policy brief for UNICEF, governments, and partners that:
• Summarizes a compelling rationale for prioritizing specific vulnerable populations for VAS delivery;
• Presents a framework for how to identify and target prioritized groups using available data (e.g., maternal characteristics, geographic disparities, zero-dose status, etc.);
• Offers actionable policy and programming recommendations for ministries of health and implementing partners based on established ways to target prioritized children;
• Is aligned with UNICEF’s equity-driven approach and broader efforts to reach zero-dose and underserved populations.
