UNICEF Pacific is in search of a dedicated and proactive international Consultant. The consultant will work remotely ensuring availability to work at times suitable to the Pacific Islands region when required. All costs related to the work will be included in the financial proposal and subsequent contract (90 days remote/30 days in-country for Solomon Islands, Vanuatu and Tuvalu). Daily monitoring and supervision will be provided by the ECD Specialist in collaboration with the Chief of Education and the Deputy Representative. This includes analyzing existing policies, identifying gaps, and aligning efforts with regional frameworks such as the Pasifika Call to Action on ECD. The consultant will collaborate closely with Pacific Island governments, ensuring the participation of key ministries, and will engage with regional bodies like the Pacific Islands Forum Secretariat (PIFS), the Pacific Community (SPC), and the University of the South Pacific (USP).

You will contribute to the Communication Section, in achieving UNICEF´s main goals by using communication and advocacy strategies to mobilize citizens, influence decision makers, and engage the private sector to take action for children. You will play a key role providing professional technical and operational assistance throughout the advocacy and communication strategies to achieve positive outcomes for children and young people.
In this position, you will support the development and execution of national and sub-national advocacy strategies. You’ll be responsible for monitoring progress, achieving results, and collaborating with key internal and external stakeholders to advance outcomes for the most vulnerable children and adolescents. Your work will focus on impactful advocacy tactics, including media engagement, evidence generation and dissemination, and direct engagement with public sector partners.

The purpose of this assignment is to provide expert technical support to strengthen water, wastewater, and district heating services in Kryvyi Rih, ensuring that children and families have reliable access to safe water and sanitation. Given the ongoing war in Ukraine and the destruction of critical infrastructure such as the Kakhovka dam, this assignment will focus on restoring deteriorating systems and mitigating public health risks from poor water quality and sewage treatment. The consultant will work closely with local utilities, including Kryvbass VodoKanal, and two heating service providers to enhance technical capacity and implement sustainable, long-term solutions. This will help address the urgent need for infrastructure rehabilitation, while aligning efforts with UNICEF's broader WASH program objectives of improving water and sanitation access for over 4.5 million people across affected areas.
