Working closely with ArmStat consultant, the National Data Processing (DP) Consultant will work under the close coordination and technical guidance of UNICEF, to ensure the end-to-end customization, implementation, and management of MICS data processing systems throughout the survey lifecycle, from preparation and testing through fieldwork support, data processing, and final dataset production.
Under the overall guidance of the UNICEF Armenia Child Rights Monitoring and Evaluation (CRM/E) Specialist, and in close coordination with the National MICS Coordinator at the Statistical Committee of the Republic of Armenia (ArmStat), the Survey Coordination Consultant will provide coordination, oversight, quality assurance and substantive technical support to the implementation of MICS Armenia 2026. The Consultant will not replace or duplicate national coordination functions but will complement them by supporting UNICEF in managing multiple consultants, contractors, and other stakeholders; ensuring quality assurance across survey phases; and guaranteeing that all processes, decisions, and outputs are properly documented and communicated to the UNICEF Regional Office and Global MICS teams.
The objective of engaging the consultant within the Programme Management Support Unit (PMSU) is to ensure the implementation of engineering and technical support activities related to the selection of sub-projects, contract execution under the Project, monitoring of the technical performance of contracts, and technical assessment of progress achieved by the final beneficiaries.
The Consultant will support the PMSU Team in carrying out day-to-day operational activities related to the Project, in order to achieve its objectives.
The Consultant will work in close coordination with the PMSU Head and other Consultants engaged or associated with the Project, and will ensure collaborative, systematic, efficient, and high-quality execution of engineering tasks.
The objectives of this assignment for the Monitoring and Evaluation (M&E) Consultant are to support sustainable and robust M&E practices for reporting on Project activities in accordance with the Financial Agreement, the EIB Procurement Guidance, and other applicable EIB and EU Directives as described in this Terms of Reference.
