It is expected that the publication will outline key areas where child-related census data can provide valuable insights, supporting the development and implementation of policies and programs aimed at enhancing child welfare in Turkmenistan. Exciting consultancy opportunity to support the Ministry of Community Development and Social Services (MCDSS) to harmonize existing case management tools being used at district and community levels by District Social Welfare officers (DSWOs), Community Development Assistants (CDAs) and Community Welfare Assistance Committees (CWACs) as well as different Non-government Organisations in the provision of child welfare and protection services. This is aimed at harmonizing the case management tools to ensure uniformity of data collection to support assessments, planning and referrals. Once harmonized, the tools will be endorsed by the government, rolled out to all districts. The standardised paper-based system will later be used to customize the national CPIMS + platform to manage information on child protection cases including Child Marriage, Violence Against Children, Circumstantial Children, Children in conflict with the Law, migrant and refugee children and Children in Alternative care at national, provincial, district and community levels. In addition, the assignment will aim to develop a case management quality assessment framework designed for the MCDSS and partners to evaluate the effectiveness, efficiency, and impact of a standard case management system in child protection service provision.

UNICEF Pacific is in search of a dedicated and proactive international Consultant. The consultancy is for a period of 265 days spread over 12 months. The international consultant will be based in Solomon Islands MHMS in Honiara, Solomon Islands for the duration of the assignment with frequent in-country field missions. S/he will work under supervision of UNICEF Solomons Maternal and Child Health Specialist (with the overall guidance of Chief of Health and Nutrition in multi-country office, Suva) and MHMS focal person (policy and planning directorate), in close coordination with all other relevant MHMS officials, on a day-to-day basis. S/he will provide data-driven technical assistance through effective coordination with both the Government and development partners, capacity-building support including day-to-day on-the-job knowledge transfer, and document lessons learned and recommendations (with clear prioritization) to improve the health system in Solomon Islands.
The specific objective of the consultancy is to help consolidate good practices in Malaita and Western provinces for subnational health system strengthening and sustainably scale up the approach in other provinces in Solomon Islands with Ministry of Health and Medical Services (MHMS) leadership and stewardship in this process. The approach entails three major strategies: i) Strengthen institutional capacity: Improve provincial health management team leadership and management to translate policy to practice and address system bottlenecks; ii) Strengthen community engagement and health system accountability: Engage communities and Provincial Health Council; and iii) Strengthen quality of care: Improve availability and access to integrated quality maternal, newborn, and child health and nutrition service.
