The purpose of this consultancy is to lead the design and implementation of qualitative data collection and analysis. The consultant(s) will report to the Evaluation Manager and contribute to the drafting of the final report. Considering the amount of work required by the assignment, the consultant is expected to receive support from assistant(s) in the form of United Nations Volunteers (UNVs) – employed by the Mozambique country office – to conduct data collection activities
Education Cannot Wait (ECW) is the global fund for education in emergencies and protracted crises. As established in its Hosting Agreement with UNICEF and detailed in the ECW Operational Manual, the Fund is governed by two interlinked bodies: a High-Level Steering Group (HLSG), which provides strategic direction and political leadership; and an Executive Committee (ExCom), which oversees operational and financial decision-making. The ECW Secretariat, hosted by UNICEF, is responsible for the day-to-day implementation of the Fund’s strategy, coordination of partners, delivery of results, and accountability to governance bodies.
The Director of ECW leads the Secretariat and serves as the primary executive responsible for implementing the Fund’s strategy, policies, and investments. The Director plays a central role in translating global commitments into tangible results for crisis-affected children and youth, overseeing all aspects of ECW’s operations, partnerships, and performance. The Director reports to UNICEF for administrative purposes and is accountable to the HLSG Chair for implementation of the ECW workplan and budget, in close consultation with the Chair(s) of the ExCom, as per the Hosting Agreement.
The consultant will support the implementation of UNICEF’s social protection component of the joint UN Disaster Risk Reduction (DRR) programme, supported by the Government of Switzerland, and implemented jointly with UNDP, UNESCO and FAO, by strengthening disaster risk and protection planning capacities within the social protection sector in the Federation of Bosnia and Herzegovina (FBiH), in line with shock-responsive social protection (SRSP) principles.
EOF requires expert advice from consultants on evaluation for its outcomes funds.
We plan to create a Roster for Consultants with Expertise in Evaluation from this advert who we can source consultants with expertise from 2025-2028.
Provide technical support to EOF for the delivery of EOF’s Early Childhood Care and Education (ECCE) Outcomes Fund in South Africa. The Programme Consultant - South Africa will support EOF's team with engagements with implementing partners, providing support to solve implementation challenges and ensure smooth technical and operational delivery. The consultant will also provide support and guidance on the programs’ policy alignment and integration of learning into broader systemic change.
The consultant will support EOF’s team in relation to its ECCE (Early Childhood Care and Education) outcomes fund in South Africa, which is expected to launch in November 2025 and continue implementing until December 2028.

Working closely with the Ministry of Education and Culture (MEC) and its Legal Services Unit, the consultant will lead a consultative review of the Education Act and related legislation and deliver a report with findings and recommendations to guide the drafting of a revised Act and supporting documents.
The objective of this work is to support the revitalization of the LEG, led by the MECCES, under the technical coordination of UNICEF as the Lead Partner for Education, making it more robust and effective in terms of operationalizing its functioning mechanisms and ensuring more efficient and effective coordination.

This process aims to support the development of a new Education Policy Charter (CPE) for the 2026–2030 period, with a transformative approach aligned with the country’s needs.
