The purpose of this consultancy is to develop an Investment Case for the establishment and progressive implementation of a State Child Guarantee (SCG) in Uzbekistan. The Investment Case will identify a coherent and policy-relevant package of child-sensitive social benefits and services, assess the resources currently invested in them, and develop feasible options for expanding their coverage, adequacy, accessibility and quality. The analysis will be informed by Uzbekistan’s monetary and multidimensional child-poverty findings, national policy priorities and relevant international experience.
