Purpose of Activity/Assignment:
The objective of this consultancy is to enhance the capacity of the RMPS and of their focal points in the Regional Offices (ROs) to support more efficiently Country Offices (COs) in reviewing ESS-related documents submitted by country offices, ensuring compliance with World Bank requirements and the Entity’s internal ESS policies, and providing recommendations to strengthen the quality of submissions and of their subsequent implementation.
It is anticipated that there are three key technical areas of work under this consultancy:
- Quality assurance of ESS-related documents developed by 11 Country Offices (COs), and technical assistance to country offices in the preparation of relevant ESS components.
- Analysis of the documentation provided by COs and/or ROs and development of generic ESS and Safeguarding Risk mitigation strategies according to the type of activities.
- Development of a concise guide for the RMPS unit to adopt in the support of CO and/or ROs in quality assurance of the risk management technical area as part of the IFI financial contributions (design, implementation and monitoring of ESS/Safeguarding instruments) from an ESS/Safeguarding perspective.
The consultant will also ensure better alignment of the RMPS’s work with other risk areas within the risk management framework including AAP and data protection and support ESS/Safeguarding compliance across programmes and operations.
The Risk Management in Programming and Safeguarding Unit (RMPS) is expected to manage this consultancy in close coordination and collaboration with other relevant units within DAPM and other stakeholders as needed
The Capacity Development Lead will drive capacity building initiatives to help strengthen innovation capabilities across country and regional offices, equipping teams with the skills, knowledge, and systems needed to design, scale, and sustain impactful innovations for children. This role will focus on embedding innovation mindsets and methodologies within UNICEF’s programmes, fostering a culture of experimentation, and supporting government partners in integrating innovative approaches into key sectors. The Capacity Development Lead will collaborate with internal and external stakeholders, including academic institutions and private sector partners, to build capacity through the SPARK Accelerator, training programmes and strategic partnerships.
The Global Learning Innovation Hub seeks a seasoned EdTech strategist to drive the EdTech for Good Initiative forward through designing and implementing models for the key building blocks of the initiative, including positioning, business and governance models, partnership strategies, community engagement, and content management.
2025 is a significant moment for polio eradication efforts. The months ahead are high risk, but with important opportunities for UNICEF’s advocacy and to secure essential results. UNICEF is looking for a consultant for seven months to support key moments and initiatives which are part of UNICEF’s Global Polio Advocacy Strategy. Additional capacity is needed in the Division of Global Communication and Advocacy, Advocacy Section, to undertake timebound projects and scale up polio advocacy results at a crucial moment in time. This includes delivering resources and materials for global advocacy moments, including World Polio Day (24 October).

UNICEF is implementing the IPA2020 project, funded by EU, which includes the development of a digital system for child disability assessment and referral in the FBiH. Following the introduction of this reform, Ministries have allocated budgets and identified local/cantonal institutions as hubs for newly established full-time Assessment Teams. To enhance the efficiency of the new system, which requires referrals to multiple local social service providers, it must be transitioned to a digital platform with several key functionalities. A critical aspect of this system is the monitoring and reporting on the trends and needs of children with disabilities and their families, which will be used for more effective and efficient social service planning and delivery.
